1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 9/13/23 Licensing Program Analyst (LPA) Jeanette Estrada conducted an announced pre-licensing inspection. LPA met with Applicant Maria Fernandez-Silva who provided a tour of the facility. Operating hours will be Monday to Friday 5AM to 6PM and care will be provided for children ages 3 months to 12 years old. All residents living in the home were discussed and verified and have obtained a criminal record clearance. An approved fire clearance for 14 children was received on 8/24/23. The day care facility is a two story 8 bedroom, 5 bathroom home. Off Limit areas: Entire upstairs which includes 5 bedrooms and 2 bathrooms, one bedroom with a bathroom on the first floor and the detached garage in the backyard. Upstairs is made inaccessible with a safety gate located at the bottom of the stairs. The bedroom on the first floor will remain closed and there is a safety knob installed. On Limit areas: Main day care areas: living room, two bedrooms, and one bathroom on the first floor, and the backyard. The dining room, kitchen and family room are on limits in passing to the backyard for emergencies. Main access to the backyard will be through the front yard. There is a safety gate separating the main day care area and the rest of the home. There is also one bathroom in this section of the home that will be accessible for emergencies. The day care areas that will be used by children were observed for safety, comfort, cleanliness, telephone service (cell phone), ventilation and heating. LPA observed age appropriate materials and toys available for children. LPA observed appropriate napping equipment. Per Applicant, food will be provided for children in care and children will be supervised while eating. LPA advised if children bring food from home it must be labeled and properly stored. LPA advised that high chairs are to only be used for eating during mealtimes. Detergents, cleaning compounds, sharp objects and hazardous items that can pose a danger to children are inaccessible to children in care. Knives, cleaning products, and medicine are stored in the kitchen in an upper cabinet. Laundry detergent is stored in the laundry room upstairs.

Per Applicant, there are no poisons in the home. LPA advised that any poisons kept in the home shall be in a locked cabinet or container. LPA observed an operable smoke detector and a carbon monoxide detector in the facility. LPA observed a 2A10BC fire extinguisher in the facility which was purchased on 8/24/23. Children will mainly use the bathroom in the living room and a second bathroom will be available if needed. LPA did not observe any cleaning supplies or medicine in the restrooms. Children will have access to the enclosed backyard. The main access to the backyard will be through the front yard. Per Applicant, children will be escorted through the front door to the side gate. Per Applicant, access to the backyard from inside the home will be on a case by case basis. Per Applicant children will be supervised while playing outside.
LPA observed a jacuzzi tub in the backyard. The jacuzzi tub has a cover on it which withstands the weight of an adult. The cover is locked on four sides. The step stool has been removed and placed in the locked garage. Per applicant, a daily log will be created to ensure the cover remains locked before children use the backyard. Applicant stated there are no weapons or firearms in the home. There are six pet dogs in the home that will be kept in a locked area of the backyard. Per Applicant, if a child becomes ill, they will be supervised while separated from other children.

Applicant has completed an EMSA approved health and safety course (dated 5/13/23). Applicant has a pediatric first aid/cpr certificate issued by the American Red Cross (dated 6/13/23). Applicant completed mandated reporter training on 6/13/23. Applicant has proof of required immunization to measles, pertussis and influenza. All residents have obtained a TB clearance. Applicant was advised of requirements for an assistant provider.

LPA discussed the safe sleep regulations with Licensee. Applicant plans to care for infants. LPA observed one crib and one play yard. Per Applicant infants will sleep in one of the on limits bedrooms. LPAs provided infant safe sleep information to Applicant. LPA discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

LPA also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

The following items are required to be corrected by 9/22/23 before the application is submitted for Department review:

A large family child care license will be granted upon Department approval. Once licensed, the Licensee is required to comply with the terms and limitations stated on the license.
