Licensing Program Analysts (LPAs) Jeanette Estrada and Jonnisha Culbert conducted an announced pre-licensing inspection. The purpose of this visit is to inspect and evaluate the facility for a relocation and a capacity increase. The Licensee currently holds a small family child care license under license number 198400670. LPAs met with Licensee Erika Barajas who provided a tour of the facility. Operating hours will be Monday to Friday 5AM to 5PM and care will be provided for children ages 3 months to 6 years old. All residents living in the main home were discussed and verified and have obtained a criminal record clearance. A fire inspection was approved for a capacity of 14 on 5/1/24.

The day care facility is an Additional Dwelling Unit (ADU) located in the backyard of the home on 11309 Lakeland Road, Norwalk CA 90650. The facility has one bedroom, one bathroom. The living room and kitchen are in an open layout. Children will have access to the entire ADU.

Children will have access to a gated outdoor area in front of the facility. There is a separate gated area of the backyard that is on limits only to be used for an emergency exit. LPAs observed age appropriate toys in good condition available for children. Per Licensee, the children will be supervised while playing outside at all times.

Off Limit areas: The entire front home will be off limits. The back door of the front home leads to the on limits gated outdoor area. Per Licensee, the door will remain locked to prevent access.

The entrance to the facility is through a gate leading from the driveway. Licensee stated that per the fire inspector, the gate must remain unlocked at all times in case of an emergency. LPAs advised to install a door alarm on the gate to alert when the gate has been opened. The day care areas that will be used by children were observed for safety, comfort, cleanliness, telephone service (cell phone), ventilation and heating. Children will have access to the entire home. Children will nap in the bedroom. Meals and activities will be provided in the living room area.

LPAs observed age appropriate materials and toys available for children. LPAs observed that napping cots are available. LPAs observed one crib in the bedroom. Per Licensee, she has access to 2 more cribs and 2 play yards. Per Licensee, food will be provided for children in care and children will be supervised while eating. LPAs observed one high chair and two low sitting feeding chairs. LPAs advised Licensee that high chairs are to only be used for eating during mealtimes. Detergents, cleaning compounds, sharp objects and hazardous items that can pose a danger to children are inaccessible to children in care. Knives and sharp objects are kept in an upper cabinet in the kitchen. Per Licensee there are no personal medicines kept in the facility. LPAs did not observe any medicine in the home. Per Licensee they do not plan to administer medication at the facility.

Cleaning compounds are kept in latched cabinet under the kitchen sink and under the bathroom sink. Per Licensee there are no detergents kept in the home. LPAs did not observe any detergents. Per the Licensee, there are no poisons other than cleaning compounds in the home. LPAs advised that if any poisons are kept in the home at a later date to keep them in a locked cabinet or container. LPAs observed an operable smoke detector/ carbon monoxide detector near the restroom. LPAs observed a 2A10BC fire extinguisher with a service tag dated 4/10/2024. LPAs observed electrical outlets covered throughout the day care area. LPAs did not observe any fire places or wall heaters. The home is equipped with an AC/Heater unit. Children will use the bathroom in the hallway. LPAs observed the cabinets had latches installed where cleaning products and personal hygiene items are stored. LPAs did not observe hazards in the bathroom.

Per the Licensee there are no bodies of water on the premises such as pools/ hot tubs or spas. LPAs did observe a fountain located in the section of the backyard that will be used in case of an emergency. Fountain does not contain any water and is turned off. Licensee stated there are no weapons or firearms in the home. Per Licensee, there is one pet dog in the home. Dog is kept in a gated dog run in the back yard area used for emergencies. Per Licensee, if a child becomes ill, they will be taken to the living room separated from other children in care. Licensee was advised that if food is brought from the children’s homes, the container shall be labeled with the child’s name and properly stored or refrigerated.

Licensee has completed the required Health and Safety Training, Nutrition Training, Lead training on 10/12/22. Pediatric First Aid and CPR certification expires 1/2/25. Licensee has also completed the required Mandated Reporter Training which expires 7/6/25. Licensee has proof of the required immunizations for measles, pertussis and has declined the flu vaccine. Licensee has submitted proof of TB clearance.

Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
The Licensee provided proof of control of property.

LPA reviewed with Licensee the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant.
LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
On this date, 5/8/24, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
