1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 07/31/2024 at 9:30 am, Licensing Program Analyst (LPA), Elka Chavez conducted an announced Pre-Licensing inspection for a Change of Location from old facilities located at 10012 Ramona St. Bellflower, CA 90706, and 1748 Grand Avenue Bellflower, CA 90706 to current location, 17054 Bixby Avenue Bellflower CA, 90706. Upon arrival, LPA met with Applicant Representative Sara Ramirez. Applicant, Valley Christian Preschool, has requested to be licensed for 50 preschoolers ages 2 to 5 years old in classrooms 6-A, 8, 9-A, and 9-B. Hours of operation will be Monday to Friday from 7:00 am to 5:30 pm. This facility is located on the premises of Bethany Christian Reformed Church. Parents will have access to the facility via the gate located on Bixby Avenue. At 9:30 am all indoor and outdoor activity space utilized for the children was inspected today. LPA informed applicant representative that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. A fully equipped first aid kit is located in the Director’s office, each classroom and playground. There is an operational carbon monoxide detector on site. All required licensing documents were observed posted outside on a board next to the facility entrance. Children will be signed in and out at the entrance to the preschool classrooms. At 10:00 am LPA continued to tour the facility and measured all indoor and outdoor activity space. The preschool program will operate from 4 classrooms which will be 6-A, 8, 9-A, and 9-B. Total indoor activity space measured 1899.91 square feet, which can only accommodate 50 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children.

At 10:15 am LPA observed the bathroom accessed through classroom 8 can be unlocked from the inside. LPA observed the exit door leads to the gated driveway. At 10:20 am LPA observed the door in classroom 9A which leads to Bixby Avenue can be unlocked from the inside. Drinking water will be available in the classrooms via water pitchers that are filled from a water dispenser. Per Applicant Representative the water is delivered by Pure Life. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 07/19/2024 by the Los Angeles County Fire Department.

LPA observed a total of 6 sinks and 6 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 50 children. There is a separate staff restroom equipped with a toilet and a sink which is located in the fellowship hall. LPA observed a keycard is used to gain access to the building. The isolation area for children who are ill will be the staff restroom.

Facility will provide AM and PM snacks. Parents will provide their child lunch. Per applicant representative, facility will have snacks in case of an emergency. There is a kitchen located on the premises. The kitchen area includes a refrigerator, sink, air fryer, microwave, and food prep countertop. The kitchen prep area was observed to be free of hazards. The kitchen and food storage areas were observed free of rodents and/or vermin.

The facility currently has a designated fully fenced playground area for the preschool children. Fencing is made of wrought iron and brick which was observed to be at least four feet high. LPA obtained measurements of the designated area which calculated to be 3,816.84 square feet which is sufficient to accommodate the requested capacity. Shade is provided via the patio. There are sufficient outdoor age-appropriate toys and play equipment available on the playground area. There is a climbing structure on the preschool playground for children ages 2 to 5 or 5 to 12 which is properly anchored. LPA observed parts of the structure were not appropriate for younger children. LPA observed the structure has a step pole, spiral ladder and climbing area with approximately 59 inches away from the platform. There is adequate cushioning in fall zones of climber provided by rubber mulch. LPA observed meters which can pose a tripping hazard accessible to children. LPA observed a white pipe sticking out from the ground in the plant area next to the back parking lot gate. Drinking water is available via a 5-gallon water Bottle with a water dispenser pump.

Applicant Representative, Sara Ramirez, was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Applicant representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with the applicant representative the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Applicant Representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

The following corrections are needed prior to the issuance of the license:

· Applicant needs to put a lock in the door leading to the gated driveway in classroom 8.
· Applicant needs to put a lock in the door leading to Bixby Avenue in classroom 9A.
· Applicant needs to make the meter areas inaccessible to children in care.
· Applicant needs to cover the white pipe located between the plants.
• Applicant will need to make the openings on the upper platform of the play structure inaccessible.
