On January 24, 2025, at 9:30am, Licensing Program Analyst (LPA), Elka Chavez conducted an announced Pre-Licensing inspection for a change of ownership. The facility is currently licensed (License Number 198400381). Upon arrival, LPA met with Facility Representative, Betty Hannah. Applicant, Grow and Learn Center LLC is requesting to be licensed for (15) preschoolers ages 2 to 5 in the butterfly classroom and (15) school age children ages 5 to 13 in the caterpillar classroom. Hours of operation will be Monday through Friday from 6:00am to 6:30pm for preschool children and Monday through Friday from 12:00pm to 6:30pm for school age children.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Betty Hannah that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Betty Hannah stated that they will be kept in the directors office. A fully equipped first aid kit is located in each classroom and directors’ office. There is an operational carbon monoxide detector on site located in the kitchen. All required licensing documents were observed posted in the caterpillar classroom. LPA did not observe licensing documents in the butterfly classroom. Preschool children will be signed in and out at the entrance located on Firestone Blvd., and school age children will be signed in and out at the entrance located towards the back of the facility. The school age entrance is accessed via the church's parking lot.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total preschool indoor activity space measured 584.64 square feet, which is sufficient to accommodate the requested capacity of 15 children. Total school age indoor activity space measured 430.53 square feet, which is insufficient for the requested capacity of 15 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots and mats, bookshelves, and other activity supplies for the children. stated that she was instructed by the fire inspector to keep the doors unlocked. Drinking water is available in the classrooms via water jugs filled with bottled water. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 1/10/2025.

LPA observed a total of 1 sink and 1 toilet, available for children’s use in the butterfly classroom and 1 sink and 1 toilet, available for children’s use in the caterpillar classroom. These are sufficient to accommodate the overall capacity of 27 children. The school age restroom afford privacy for the children. LPA did not observe a restroom for staff to use. Applicant stated that she will obtain permission from the landlord Southern California Conference of Seventh-day Adventist Church for staff to use the restroom located in the church building. The isolation area for children who are ill will be the director’s office.
Facility will provide Am/Pm Snacks. Parents will provide lunch. The kitchen area currently includes sink, refrigerator, toaster, and microwave. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via the sliding door which will be kept closed.

The facility currently has a fully fenced playground area for each component. Fencing is made of brick and wrought iron and is at least four feet high. The total square footage for outdoor activity space for the preschool is 1,300 square feet, which is sufficient to accommodate the requested capacity. The total square footage for all the outdoor activity space for the school age program is 3217.08 square feet, which is sufficient to accommodate the requested capacity. There are sufficient outdoor age-appropriate toys and play equipment available on the playground(s). Drinking water is available via water jugs and disposable cups. Applicant Betty Hannah was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA Chavez informed Applicant Representative that she will need to obtain lead testing if the previous owner did not conduct lead testing at the facility.

Applicant Representative, Betty Hannah was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Betty Hannah was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The following corrections are needed prior to the issuance of the license:
• The Applicant will need to install an alarm to alert staff when the doors to the facility are opened.
• The Applicant will need to post all required licensing documents in the butterfly classroom.
• The Applicant will need to submit a waiver for the use by staff, and for emergency use of the church’s restroom.

Applicant Representative, Betty Hannah, understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. Once proof of the corrections is received and approved, a license for a capacity of 27 children: (15) preschoolers and (12) school age children will be granted.
