Applicant has (2) children living in the home under the age of 10, LPA notified Applicant children count in the day care census when Licensed. Children were not present during the visit. There are (2) adults living in the home, including the Applicant, adults are fingerprinted cleared. LPA conducted a tour of the facility with Applicant Sonia Sandoval. Operating hours are Monday through Sunday 24 hours. Applicant was advised care cannot be provided for a continuous 24 hour period. Care will be provided for children ages 1 year to 13 years old. Overnight care will be provided.

This is a one story home single dwelling home in a residential area, the home has (3) three bedrooms and (1) bathrooms, a living room upon entrance, dining/kitchen, laundry front yard backyard (fenced, has one shed) attached garage.

Off Limit areas: Room #2- Applicant bedroom, garage and shed. (Off Limits is kept locked)

On Limit areas: Living room, dining area/kitchen, bathroom, bedroom # 1 (napping room), bedroom #2 (kids room) and backyard. (laundry room is a passage way to the backyard)

The day care areas that will be used by children was observed for comfort, cleanliness, telephone service via cell phone, ventilation and heating (central heating & air). Facility has an interconnected operable carbon monoxide detector/ smoke detector in the facility. LPA observed a 2A10BC fire extinguisher in the home with proof of purchase dated 5/15/25. Applicant was reminded to have fire extinguisher serviced annually and have proof of receipt or inspection service tag. (Pg 1)

• Type A deficiencies are violations of licensing requirements that, if not corrected, have a direct and immediate risk to the health, safety, or personal rights of persons in care.

• Type B deficiencies are violations of licensing requirements that, without correction, could become a risk to the health, safety, or personal rights of persons in care, a recordkeeping violation that could impact the care of said persons and/or protection of their resources, or a violation that could impact those services required to meet the needs of persons in care.

Living room has a furniture with an electrical Fireplace, per Applicant will not use it when day care children are present.

LPA observed toys, age appropriate materials and equipment indoor and outdoors for children to use. LPAs discussed infant napping equipment with Applicant. LPA reviewed information regarding use of cribs and play yards per safe sleep regulation. Home has a crib and a play yard for infants and applicant has fitted sheets.

Per Applicant, they will provide meals to children in care. Applicant was advised that if food is brought from the children’s homes, the container shall be labeled with the child’s name and properly stored or refrigerated. Kitchen was observed to have safety baby latches/ clips placed on cabinets and drawers. LPA observed knives in inaccessible drawer by the refrigerator. Cleaning components are located under kitchen sink and under laundry room sink with latches in place. Per Applicant, no poisons are currently stored in the home. LPA reminded Applicant if poisons are brought into the home to physically log area used to store poisons with key lock or combination lock. Personal vitamins are stored in kitchen cabinets that has a baby safety latch in place for inaccessibility. Personal medications are stored in cabinets in the laundry room there is a baby safety latch in place for inaccessibility.

Outdoor was observed, children will use the backyard only. LPA observed hazardous extra door and door frame and pipes above the shed that will be removed per applicant; as they had to make renovations/ changes for the fire clearance. There is no bodies of water in the back yard.

LPA provided the :Pre-Readiness Guideline, Pre licensing Checklist and Entrance of a Family Child Care Home Checklist. LPA reviewed LIC9227 Individual Safe Sleep Plan, 15 minute log for infants in care and consulted with applicant on areas applicant had questions to ensure home is in compliance when licensed. During the visit Applicant provided LPA with an updated LIC610A Emergency Plan / updated sketch and Application.

• Applicants was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
• On this date, 5/22/25, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.
• The Applicant provided proof of control of property. Because the Applicant rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149).
• Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
• Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
• Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. • LPA reviewed with applicant the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant.

• LPA discussed the safe sleep regulations with applicants and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
