On January 25, 2024 at approximately 1:14pm, Licensing Program Analysts (LPAs) Nasiripour and Leong conducted an Unannounced Annual Visit and met with Facility Representative / Teacher, Matilde Arevalo De Rosa. Purpose of the inspection was explained. There are 11 infants 5 staff members. Facility is operating within capacity limits and ratio during LPAs visit. All staff present have fingerprint clearance on file. During the visit, at approximately 2:15pm, Director Nahid Talebloo joined and remained with LPAs for remainder of inspection.

LPAs inspected the day care areas for health and safety hazards with Director. Program separates the infant children between two classrooms (Room #7 and Room #8) based on ages 0-1 and 1-2. LPAs observed both classrooms to have proper temperature and ventilation.

Infant classroom (Room #7) was observed to contain two infant sleep-sacks, and multiple cleaning supplies (detergent, bleach, dish soap, disinfectant wipes) that were not made inaccessible to children. LPAs also observed three baby-rockers in the classroom, that were not in use. Director removed all cleaning supplies and placed them in areas inaccessible to children. Second Infant classroom (Room #8) was also observed to contain multiple cleaning supplies (detergent, bleach, dish soap, disinfectant wipes) that were not made inaccessible to children, on high shelves, with LPAs present. Both Infant classrooms are separated into multiple sections that includes areas for infant eating, crawling / "tummy time" and sleeping. Flooring in infant classroom includes carpets and rugs that were observed to be clean and in good condition. There are two diaper changing tables in both classrooms that are within reasonable reach to an adult sink and separate from where children eat. Garbage bins to dispose of soiled diapers were observed to have tight fitting lids. LPAs observed cabinets and drawers to have child safety locks installed. Sleeping areas for infants were observed to include cots in Room #8 and cribs in Room #7. LPAs observed cribs to be free of loose articles, materials and objects. Cribs were observed to have mattresses with tight fitting sheets. LPAs observed program to maintain sleeping logs for all napping infants. Sleeping logs included the 15 minute time checks of when the napping infants were last checked on, relative comments staff may have about the infants while sleeping, and the signature of the staff member checking on the infants.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

The Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and

Facility was also informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

LPAs discussed Child Abuse Mandated Training AB1207 with the Director. As of January 1, 2018 all staff will be required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com.

LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Pesticide regulations were discussed with the Director. In accordance with the Healthy Schools Act, California law requires that anyone using any pesticide must be trained every year in integrated pest management and the safe use of pesticides around children. The director was advised that a free one hour online course is available on the Department of Pesticide Regulation's Web site: www.cdpr.ca.gov/schoolipm/training. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
