Licensing Program Analyst (LPA) Glenn Schnell met with applicant Nahid Talebloo today for a pre-licensing inspection. This inspection included a technical assistance inspection for COVID-19 guidance and support. The applicant is requesting 20 preschool (ages two years to entry into first grade). The preschool program will be part of a combination center as the applicant has also applied for an infant license with a toddler option component for 19 children (ages birth to 2 years old and the toddler option ages 18 months to 36 months old). The facility plans to operate Monday - Friday; 7:30 AM to 5:30 PM. The designated director/site supervisor for the facility will be Nahid Talebloo . The facility was inspected today, indoor and outdoor, for health and safety hazards and measured to calculate capacity.

Indoor: The preschool classroom that will be used for the program square footage was calculated: Total useable indoor square footage for the preschool is 773.888 sq ft divided by 35 sq ft equals 22 children. The indoor space for children is observed today to be clean and all furnishing, toys and equipment observed to be safe and in good condition. There is storage space for children's personal belongings and cots to be utilized for napping children. The program will ask parents to provide a sheet and blanket for the children, and bedding will be sent home to be laundered weekly. Cots will be cleaned at least weekly or more often if needed. Children will be signed in and out electronically by authorized representatives/parents. The indoor space is equipped with a fire extinguisher, smoke and carbon monoxide detectors. There is a separate food preparation area located between the preschool and infant classrooms where snack food is stored. This area has a dishwasher, sink and refrigerator.

The applicant needs to obtain garbage cans with tight-fitting lids, and a fully supplied first aid kit. The facility is adequately ventilated and free of insects and bugs. The program provides two snacks daily and parents provide lunch. There is a dishwasher set up to provide adequate sanitization of dishes and serving/ kitchen utensils.
Snack foods will be stored in the kitchen separately from any cleaning products or other hazards. Medications will be stored the office or refrigerators in the kitchen/classroom inaccessible to the children There are 3 toilets (45 capacity) and 4 sinks (60 capacity) accessible for children's use. The bathroom is located between the preschool classroom and the toddler option component. The bathroom were observed to be clean with no health and safety risks. Sinks accessible to children deliver water that is no warmer than 120 degrees. The toddler option component will share the bathroom with the preschool and the applicant understands that the toddler option children and preschool children cannot use the bathroom at the same time. The program will provide a pitcher with water and cups for children to drink water indoors or children will bring their own water bottles from home and have access to refill them throughout the day. All toxins and other hazardous items will be stored in a locked cabinet in the classroom or other storage area and will be inaccessible to children. Isolation of ill children will be located in the director’s office and staff bathroom will be used for an ill child.
Outdoor: The outdoor area measures 3637.5 sq ft. allowing for a total of 48 children. The outdoor area to be used is enclosed by at least a four foot fence and observed to be clean, safe and equipped with toys and equipment for children. The surface of the playground needs to be thoroughly cleaned. Resilient material located under climbing applicable climbing structures is wood chips. There is a sandbox that is covered to keep it clean. Portable water and cups will be used to allow children access to drinking water outside. Shade for children will be provided by portable shade structures. The toddler option component and Infant program will share this same playground. Applicant understands that the children from each program/component have to use the outdoor space at separate times.

The following items were reviewed as part of today's visit: Record keeping for staff, children and facility records, Care and Supervision of the Children, Child Discipline Procedures- staff will talk with the children and use redirection or use a thinking time chair, Emergency Evacuation Procedures, Medication Policies, Isolation of Sick Children, Napping Requirements, Food Service, Transportation-none provided, Parents Rights, and Reporting Requirements. Required postings need to be posted. Facility will conduct monthly disaster drills and a log will be maintained for review upon request. LPA informed the director/licensee to review Provider Information Notice 21-21-CCP (dated 7/28/21) for directives and regulations regarding obtaining a test of the water for lead, and how that information is to be documented and reported to Community Care Licensing. The requirement for testing must be met by January 2023.
This facility will provide Incidental Medical Services – IMS but does not have an approved plan on record. Applicant will create a plan. LPA reviewed storage area for medication and equipment/supplies, and reviewed forms that will be used. LPA also reviewed COVID-19 required postings. COVID Postings need to be posted. LPA requested the applicant complete the COVID-19 self assessment guide. Applicant was informed that access to available Personal Protective Equipment (PPE) may be available through the local child care resource and referral agency.
