Licensing Program Analyst (LPA) Glenn Schnell met with applicant Nahid Talebloo today for a pre-licensing inspection. This inspection included a technical assistance inspection for COVID-19 guidance and support. The applicant is requesting 19 infants (ages birth to two years old). The infant program will include a toddler option component (ages 18 months to 36 months) for up to 10 children. The applicant originally applied for 20 infants with 12 toddler option in that 20 capacity, however, square footage of indoor space only allows for 19. Applicant amended the Application (LIC 200A) during the inspection today. The infant program will be part of a combination center as the applicant has also applied for a preschool license for 20 children (ages two years old to entry into first grade) The facility plans to operate Monday - Friday; 7:30 AM to 5:30 PM. The designated director/site supervisor for the facility will be Nahid Talebloo . The facility was inspected today, indoor and outdoor, for health and safety hazards and measured to calculate capacity.
Indoor Infants: There is one room that is divided so that infants and toddler option age children will be in separate physical spaces. The following total square footage was calculated for the infant room: 348.498 sq ft divided by 35 sq ft equals 9 children. There is a separate space for the toddler option component and this room measures for 358.684 sq ft divided by 35 sq ft equals 10 children. The classrooms are observed today to be clean and equipped with fire extinguisher, smoke and carbon monoxide detectors, cubbies for infants personal belongings, a crib area with sufficient cribs, cots for older infants. There is a changing table, however, the applicant plans to obtain a portable sink to meet the regulatory requirement of having a sink within arms reach of the diaper changing table. There are some age appropriate toys and equipment for infants, however the applicant needs to finish supplying the room with more furniture, toys and equipment. There is storage for infants personal belongings, bedding and other items provided by the parents for the care of individual infants.

Parents will provide disposable diapers and wipes for their infants. There is a food preparation area located in the classroom with a sink and refrigerator, and this is separate from the diaper changing area.

All food is provided by the parents until the child turns two years old. Food for each infant is stored in the kitchen, food preparation areas or refrigerator and foods will be properly labeled with the child's name and date. Applicant was reminded that cleaning products and other chemicals are not to be stored with any foods. Parents will provide bottles/nipples and any other food service items for their own individual infants and the staff will ensure these items are sent home with the infants each day. There is a dishwasher in the kitchen to aide in sanitizing any dishes, toys, and equipment used in the infant program. Napping equipment for older infant children developmentally too old for a crib will be a cot with sheets and blankets will be provided by the parents and the napping equipment and bedding will be laundered daily. There is an area for the cribs, however the applicant needs to add a gate to physically separate the crib area from the classroom. The applicant will provide crib sheets, parents will provide any other bedding. Drinking water for the children will be provided by plastic baby water bottles or cups with lids provided by the parents, and for children no longer using bottles, cups and filtered water will be provided. Medications for infants will be stored in the office and/or in locked boxes in the refrigerator. All furnishing and equipment is observed to be safe and in good condition. The applicant needs to obtain garbage cans with tight fitting lids and a first aid kit with all required supplies. The indoor space is equipped with a fire extinguisher, smoke and carbon monoxide detectors. There is one low sink in the infant classroom for children's usage. All sinks accessible to children deliver water no warmer than 120 degrees. There is a bathroom for staff. The isolation room for ill infant will be in the directors office. The toddler option component will use the preschool bathroom if children are potty training or need to use the bathroom. Applicant will need to submit a waiver request to share the bathroom with the preschool children. Applicant understands that the infant, toddler option and preschool cannot commingle in the bathroom at any time.

The applicant needs to physically separate the toddler option component from the infant area by adding a gate/ wall as a barrier to accomplish physical separation.

Outdoor Infants: The outdoor area for Infants measures 3637.5 square feet allowing for 48 infants. The infant program, toddler option component and preschool program will all share the outdoor activity space at separate times. LPA advised that a waiver will need to be submitted and approved for scheduled rotational usage between the infant, toddler option and preschool programs. Applicant will ensure all infants are provided with outdoor time each day. The outdoor area surface and equipment is observed to be clean, in good condition, and age appropriate, except for the climbing structure, which is not age appropriate for infants. The applicant will submit a written plan detailing how they will ensure that infants do not use or have access to the climbing structure when the infants are using the playground. Applicant also plans to clean the surface of the outdoor space more thoroughly, removing all small trash particles and finishing some landscaping. The facility uses portable shade structures to provide shade for the children. Drinking water will be made accessible to children by water bottles provided by the parents and cups and filtered water for older infant and toddler option age children.

The following items were reviewed as part of today's visit: Record keeping for staff, children and facility records, maintaining and updating needs and service plans for infants, Care and Supervision of the Children, Child Discipline Procedures- talking and redirection will be used as well as a thinking time chair, Emergency Evacuation Procedures- the facility will conduct monthly disaster drills and a log will be maintained for review upon request. , Medication Policies, Isolation of Sick Children, Napping Requirements (Safe Sleep and SIDS discussed), Completion of Individual Infant Sleeping Plans and supervision of napping infants, Food Service for Infants, Transportation-none provided, Parents Rights, and Reporting Requirements. Applicant will ensure all require postings are displayed and visible to children’s authorized representatives at all times and will submit proof the postings are in place.

The requirement for the testing of lead in the water was discussed (H&S Code 1597.16). LPA informed the director/licensee to review Provider Information Notice 21-21-CCP (dated 7/28/21) for directives and regulations regarding obtaining a test of the water for lead, and how that information is to be documented and reported to Community Care Licensing. The requirement for testing must be met by January 2023.
This facility will provide Incidental Medical Services – IMS, however a plan has not been created and submitted to Licensing for review. Applicant will develop and submit the plan for review. LPA reviewed storage area for medication and equipment/supplies, and reviewed forms that will be used. LPA also reviewed COVID-19 required postings. Applicant needs to post the COVID-19 postings. Applicant needs to submit the COVID-19 self assessment guide. Applicant was informed that access to available Personal Protective Equipment (PPE) may be available through the local child care resource and referral agency.
