According to Ms. Sarabandi, parents provide disposable diapers and wipes for their own children. There is 1 designated changing table in the facility, which is clean and safe for the children to use. The LPA reminded Ms. Sarabandi that the diaper changing station and sink must be reserved solely for their intended purpose. The LPA reminded Ms. Sarabandi that the diaper changing table and sink may not be used for food preparation or as an area to hold classroom materials or classroom activities.
The LPA observed that the facility posted the required documents. (i.e., license, waivers, notification of parental rights, notification of personal rights, car seat law, emergency disaster plan, and daily activities)
The LPA reviewed both the children's and staff records. The LPA reviewed the 5 children's records and found that all 5 children have a record of their emergency information on file The LPA reviewed the records of the 3 staff members and found that all 3 staff members possess a valid certification in Pediatric First Aid/CPR and Mandated Reporter. The LPA reminded Ms. Sarabandi that the Basic Pest Management Training must be completed annually. The LPA also found that the director possesses the required 12 Early Childhood Education (ECE) units, which are necessary qualifications for being a qualified teacher.
The LPA reviewed the facility's emergency drill log. According to Ms. Sarabandi, the facility has not carried out emergency drills in 2023, and the facility does not have an emergency drill log. (Refer to LIC 809D for citation) The LPA provided Ms. Sarabandi with an emergency drills template to properly document the drills. The LPA reminded Ms. Sarabandi to properly record and carry out the emergency drills every six months.
Ms. Sarabandi was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
