The applicant lives with her mother and two minor children. Both the applicant and the mother received criminal record clearance from the department. She understands that children living in the home under ten years old are counted towards the license’s capacity. She rents the apartment unit and intends to operate from 5:00 am. to 11:00 pm., Monday through Friday. LPA informed the applicant that she must notify her parents or guardians using the LIC 282 form in the absence of childcare insurance. The applicant plans to care for newborns to school-age children and intends to provide breakfast, lunch, and snacks.

Daycare Areas: Living Room, Bedroom # 1, Front Yard, Bathroom, and Kitchen

Off-limits Areas: Bedroom #2 and Deck. All off-limits areas were equipped with child safety locks. The applicant understands that off-limits areas may not be used for childcare during business hours.

The indoor daycare area was observed to be clean and orderly. Adequate lighting and ventilation were present throughout the home, with no hazards that could threaten children's safety. The home was observed to have a first aid kit, functioning smoke and carbon monoxide detectors, and a 2a10bc fire extinguisher. Cleaning and hazardous materials were stored out of children's reach and secured with child safety locks. The bathroom was found to be clean and fully operational. The toilet and handwashing facility were well-kept, safe, and clean. The bathroom is equipped with appropriate toileting equipment and appropriate sanitation products.

The indoor area was arranged with toys, furniture, and educational materials for the children, without any walkers or bouncers present. Individual storage space for the children's belongings was present. Electrical outlets were observed with child safety covers. Sharp items, such as knives, were placed inside the kitchen cabinet, which was inaccessible to the children with children safety locks. An open space heater was observed to be covered with a net. The applicant confirmed the absence of firearms or weapons on the premises.

The refrigerator, stove, and dishwashing machine were observed with child safety straps. A diaper-changing station is also present in the home. The home is also observed with cots and cribs. LPA reminded the applicant that firm mattresses must be covered with size-appropriate sheets and that there must be no loose articles or materials in the crib while the child sleeps.

The front yard is enclosed by a fence. LPA observed open areas in the front yard and reminded the applicant that supervision must be always maintained in the front yard. LPA also reminded the applicant that areas around and under high climbing equipment, swings, slides, and similar equipment must be cushioned with material that absorbs falls. LPA did not observe any pools, spas, or bodies of water on site.

The applicant provided the department with evidence of her MMR and TDAP vaccinations and TB skin test. She also has a Pediatric CPR/First Aid certificate, which expires on 12/2024, and a Mandated Reporter Training certificate, which expires on 9/2026. The applicant was reminded that CPR/First Aid, and Mandated Reporter Training must be completed every two years.

Because the applicant rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149).

LPA reviewed with applicant the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant.

On this date, 09/16/2024, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-carelicensing/subscribe and select the Child Care option to receive email communication.

LPA reminded the applicant to be present in the home and ensure that children in care are always supervised. When circumstances require the applicant to be temporarily absent from the home, the applicant shall arrange for a substitute adult to care for and supervise the children during his/her absence. Temporary absences shall not exceed 20 percent of the hours the facility provides care per day.

LPA reminded the applicant that any duly authorized officer, employee, or agent of the Department shall, upon presentation of proper identification, enter and inspect any place providing personal care, supervision, and services at any time, with or without advance notice, to secure compliance with, or to prevent a violation of, the regulations adopted by the Department governing family child care homes.

LPA discussed with the applicant that the capacity specified on the license shall be the maximum number of children for whom care may be provided at any one time.

LPA will recommend a Small FCCH License for the applicant. The license will take effect on 9/19/2024.
