Licensing Program Analyst (LPA), Leticia Rosales-Meza conducted a subsequent complaint investigation inspection, for the purpose of delivering complaint findings, and met with the Licensee, Martha Ceja De Lopez. It was alleged that Licensee yells at children in care, specifically that the Licensee will go outside every now and then to yell at them. It was alleged that Licensee does not appropriately supervise children in care, specifically that children are playing outside in the backyard of the day care for hours, every day without supervision.

During the initial complaint investigation to the facility on 10/02/23, LPA Rosales-Meza toured the facility, records were reviewed, and made observations. LPA conducted an interview with the Licensee at 4:25 PM. The Licensee denied the allegations and stated she does not yell at the children. Licensee stated at times I have to raise my voice a bit when the children are being loud or when they are playing outside to get their attention. “I never yell at the children for no reason, nor in a mean way”.

Licensee stated she always supervises the children at all times, indoor and outdoor. Licensee stated when we play outdoor "I never leave the children alone". There is always someone outside with the children. Licensee stated she does all her best to care for all the children like if they were her own, as well as her assistant. Licensee stated she understands that at times the neighbors can get upset because the voices are loud or children cry at times and it echoes, but children are children and they are having fun.

An interview was conducted with Adult 1 (A1) on 12/14/23. Interviews were conducted with Child 1 (C1) and Child 2 (C2) on 12/21/23.

According to their statements they have never heard or witnessed Licensee yelling at any of the children in care, and that the Licensee or an assistant are always supervising the children in care while playing outside in the backyard or inside.

During the inspection tours of the facility, LPA observed the Licensee and Staff supervising all the children while playing outside in the backyard then some children came inside to do an activity. Licensee and staff were interacting with all the day care children.

Based on interviews conducted and records reviewed, although the allegations may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violations occurred, therefore the allegations are UNSUBSTANTIATED.


There were no Title 22 deficiencies cited during today’s inspection.

Exit interview conducted and report was reviewed and discussed with Licensee, Martha Ceja De Lopez. Appeal Rights were provided.

Notice of Site Visit shall be posted for 30 days from today's visit.
