On 8/28/23, Licensing Program Analyst (LPA) Joseph Pacheco conducted an announced prelicensing inspection and met with Facility Representative, Leslie Oliveira. Also present was Director, Fabiola Reynoso. Applicant is Hilmar Covenant Church who is requesting a license to operate an infant program with a capacity of 10 infants with a toddler option component with a capacity of 10. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. This program will operate year-round Monday – Friday, 6:45am – 5:45pm. Parents will sign their children in and out at each classroom. Staff conduct daily health checks and conduct a risk assessment.
Leslie stated that the center will provide an AM and PM snack. Snacks will be prepared onsite in each classroom. Parents will provide their children with lunch, infant formula, diapers and wipes. Ill children will be isolated in the lobby located outside the infant classroom and toddler option classroom and utilize the staff bathroom. Doors leading to the indoor lobby will be locked from the outside during business hours to prevent church staff from entering the classroom.
The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, cots, cribs and plenty of toys for children to play. Facility will need to obtain more chairs in the infant classroom to meet their requested capacity. Facility will provide sheets for their child’s crib or cot for napping. LPA observed that each changing table is within arms reach of a sink. Facility will be providing potty training to children in the toddler option classroom only. LPA observed two toilets and one sink in the toddler option classroom. LPA also reminded Leslie not to store anything on top of high bookcases/storage cabinets that could potentially fall on children. There is a working carbon monoxide detector and smoke detector system that is installed throughout the building.
LPA reviewed with Leslie, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. Representative is aware the ratio is 1 Teacher to 4 infants and 1 Teacher to 6 Toddlers and will follow the regulations. CONTINUED ON LIC809-C

Room measurements were taken and reviewed. The total inside infant area measured to an approximate 505 square feet which will accommodate the requested capacity of 10 infants. The total inside toddler area measured to an approximate 402 square feet which will accommodate the requested capacity of 10 toddlers. Leslie understands that children's equipment needs to match the licensed capacity. Toys and equipment appear to be age appropriate.
Applicant is doing the following to provide accessible drinking water to children in care: Applicant will utilize a water vendor service to provide water used for drinking and food preparation. The water dispenser is located in the toddler option classroom. Staff will fill up a pitcher to provide drinking water to the children in the infant classroom. Staff will provide sippy cups for children to consume water. Each cup will be labeled with the child’s name. Staff will fill up an igloo jug with water and bring it outside so children can refill their cups during outside play.
The approximate outside square footage is 4,617 square feet which will accommodate requested capacity of 10 infant children and 10 toddler option children. Each component does not have its own exclusive outdoor activity area and applicant has requested a waiver to share the outdoor area at different times.
LPA observed age appropriate toys and play equipment. Facility is utilizing wood chips to provide adequate cushioning under high climbing play equipment. LPA also observed a concrete area for children to ride tricycles as well as a grass area. Shade is provided by a patio structure. Mature trees provide additional shade. LPA reminded representative to provide adequate supervision at all times.
LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be

A fire clearance for 10 infant children and 10 toddler option children was approved and granted by the Merced County Fire Department on 7/19/23.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. Facility has submitted an IMS plan to the Fresno Regional Office. The following items must be completed prior to issuing a license:

Inside Daycare:
1) Purchase five additional chairs for the infant classroom to meet the requested capacity.
2) Provide water attestation statement on company letterhead to Community Care Licensing that facility will not be utilizing any water fountains for water consumption or food preparation.

Outside Daycare:
1) Fix latch on gate.


Pending a final file review and completion of the above items, a recommendation will be made to license the above facility for the requested capacity of 10 infant children and 10 toddler option children.
