25 | On 2/26/2025, Licensing Program Analysts (LPAs) Miguel Herrera and Pa Kou Vue conducted an unannounced case management inspection. LPAs met with Director, Jennifer Mays. LPAs conducted a tour of the facility where LPAs observed children inside and outside of the facility. At approximately 10:15 am LPAs observed staff #1 and staff #2 with 18 children in the Preschool #2 classroom. Director Jen stated that there were only two staff members present in Preschool #2 as staff #3 was absent.
During the course of the inspection LPAs observed that there were now 19 children present in the Preschool #2 classroom with staff #1 and Staff #2. During interviews, LPAs confirmed that only staff #1 and staff #2 were present with 19 children in the classroom. Furthermore, LPAs verified teacher qualifications with Director Mays.
Through records review LPAs observed that staff #1 was a qualified preschool teacher, however staff #2 did not have any Early Childhood units on file nor did they have an exception or permit on file. Furthermore, staff #2 did not have any documents on file stating that they were currently enrolled in school.
Based upon information received through interviews, records review, and observations it was determined that the preschool classroom was operating out of ratio. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, the following deficiency is being cited: (see next page, LIC 809 D). Director, Jennifer Mays was provided a copy of appeal rights. LIC 9213 Notice of Site visit form was provided to Director, Jennifer Mays and is required to be posted for 30 days. This report shall be made available to the public upon request. |
