25 | On 07/09/2025, Licensing Program Analyst (LPA) Pa Kou Vue conducted an unannounced inspection. LPA met with Facility Representative Andrea Moreno. Also present was Licensee Juan Gama who arrived at a later time. LPA explained the purpose of the inspection. A tour of the facility was conducted inside and outside, and a census was taken. LPA interviewed staff, conducted facility observations and staff records review. Days and hours of operations are Monday to Friday from 6:30 am – 6:00 pm. This facility will operate year-round.
On 02/26/2025, based on LPAs Pa Kou Vue and Miguel Herrera’s observations, interviews and records review, P2 was operating out of ratio; therefore, the facility was cited a Type B for teacher-child ratio CCR 101216.3(b)(1).
On today’s date at 9:45AM, LPA observed in P3, S1 and S2 with 21 children. Through interviews and staff records review, it was revealed that S1 is a qualified teacher and S2 is an assistant with no units; therefore, the max number of children at any given time is 15 children. LPA informed facility representative of the observation and concerns. Adjustments were made by facility representative and at 11:05AM P3 was in ratio with 2 qualified teachers with 18 children.
LPA discussed CCR 101216.3(b)(1), teacher-child ratio and educational requirements for teachers and assistants for the preschool license with Licensee Juan Gama. In addition, LPA provided Licensee a hard copy of LIC9095 Evaluation of Teacher Qualifications. Licensee stated moving forward he will ensure compliance.
Exit interview conducted and report was reviewed with Licensee Juan Gama. Appeal rights were provided. Per Title 22, Division 12, of the California Code of Regulations, the following deficiency is being cited: (see next page). This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days.
