On 07/23/2025, Licensing Program Analysts (LPAs) Pa Kou Vue and Miguel Herrera conducted an unannounced inspection to deliver the findings for the above complaint allegations received on 06/24/2025. LPAs met with Director Jennifer Mays and explained the purpose of the inspection. A tour of the facility was conducted inside and outside, and a census was taken.

During the course of the investigation, LPAs interviewed staff, conducted facility observations, and obtained records to gather additional information to investigate the above allegations. Through interviews and records obtained, LPAs corroborated that staff did not ensure that food was served in a safe and healthful manner. On 06/23/2025, the preschool classrooms were served undercooked hamburger patties for lunch. Therefore, the preponderance of evidence standard has been met, the above allegations is found to be SUBSTANTIATED.

In addition, through LPA observations and interviews, the allegation staff do not ensure that napping equipment is arranged in a safe manner is substantiated. On 07/01/2025 at 12:10PM to 12:15PM, LPA observed in P2 and P3 children napping in cots blocking the door exits. Therefore, the preponderance of evidence standard has been met, the above allegation is found to be SUBSTANTIATED.

Exit interview conducted and report was reviewed with Director Jennifer Mays. Appeal rights were provided.

Per Title 22, Division 12, Chapter 1 of the California Code of Regulations, the following deficiencies are being cited: (see 9099-D page).

This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days.

(a) In child care centers providing meals to children, the following shall apply:
(1) All food shall be safe and of the quality and in the quantity necessary to meet the needs of the children. Each meal shall include, at a minimum, the amount of food components as specified by Title 7, Code of Federal Regulations, Part 226.20, (Revised January 1, 1990) Requirements for Meals, for the age group served. All food shall be selected, stored, prepared and served in a safe and healthful manner.
