On 01/30/25, Licensing Program Manager (LPM) Kari McWilliams and Licensing Program Analyst (LPA) Yesenia Fierro met with Director Monica Garza, Assistant Director Paula Smith, and Site Supervisor Belinda Dillon for an Informal meeting at the Fresno Regional Childcare Office. The purpose of today’s informal meeting was to discuss a recent violation of Title 22 Regulations pertaining to Care and Supervision.
On 11/22/24, LPA Fierro conducted an unannounced Case Management inspection to follow up on an Unusual Incident report that was reported to Community Care Licensing (CCLD) on November 18, 2024, regarding child #1 and child #2 leaving the playground unnoticed entering the classroom and administration area without supervision for approximately 2 minutes. Based on staff interviews conducted LPA was able to determine that there was an absence of supervision resulting in child #1 and child #2 leaving the playground unnoticed and entering the classroom and administration area being unsupervised for approximately 2 minutes.
During the unannounced inspection a Type A deficiency was cited for violation of California Code of Regulations Title 22 Division 12 Section 101229(a)(1), which states: (a)The licensee shall provide care and supervision as necessary to meet the children's needs. (1) No child(ren) shall be left without the supervision of a teacher at any time. Supervision shall include visual observation.
The above deficiency was reviewed and discussed during today’s informal meeting. Site Supervisor Belinda Dillon has provided evidence to LPA Fierro that staff have been retrained on care and supervision, playground safety, zoning indoor and outdoor, door alarms were added, a new outdoor pick-up procedure was implemented, all head start staff was retrained, and policy and procedure was updated.
