25 | On February 2, 2026, Licensing Program Analyst (LPA) Darnella Barnes conducted an unannounced annual inspection of the childcare facility. LPA explained the purpose of the visit to Licensee Sylvia Newell who granted access and received the Entrance Checklist (LIC 126).
Licensee, Spouse Roosevelt Newell and three children were present at the visit. The facility operated Monday through Friday 6:30am – 5:00pm. Required postings were visible. Records show that the last fire and disaster drill took place on 11/21/25. LPA reminded the licensee of the six-month drill requirement and the need for proper documentation.
LPA reviewed capacity and ratio rules, supervision requirements, mandated reporter duties, and the non-waivable rights of children.
LPA toured the home. Off-limits included 4 bedrooms, pantry room and attached garage. The home was clean, well-ventilated, and furnished with safe, age-appropriate toys and equipment. Hazardous items, including cleaning supplies, detergents, medications, and poisons, were stored out of children’s reach. No dangerous conditions were observed. The licensee stated there were no firearms in the home, and smoking was prohibited.
