25 | On July 28, 2024, Licensing Program Analyst (LPA) Darnella Barnes conducted an unannounced follow-up visit in response to a self-reported incident dated July 16, 2024. The purpose of the visit was explained to Site Coordinator Nittaya Robinson, who granted access to the facility.
The incident involved a child observed near the facility’s secured exit area. The physical layout of the exit consists of a front main door leading out of the facility, followed by a long hallway approximately 20 feet in length, and then a second iron, self-closing, self-latching gate within the hallway. The child was seen approximately two steps beyond this inner iron gate, following an adult who was exiting the premises. Teacher Anita Dutt immediately identified the adult as not being the child’s parent or guardian.
LPA interviewed Teacher Anita Dutt a staff member with 24 years of experience. Teacher Dutt stated that she maintained continuous visual of the child during the incident. At the time, she was approximately 10 feet away, facing the child, when she observed the child following the adult. Recognizing the adult was not authorized, Teacher Dutt promptly approached the child at the iron gate and escorted the child back to the office.
Based on staff statements and a review of the facility’s physical layout, it was determined the child remained within a secured area under active visual supervision at all times. The facility responded promptly. There is no evidence to support a violation of Title 22, Section 101229, Responsibility for Providing Care and Supervision.
No deficiencies were issued during this inspection. A notice of the site visit was provided and must remain posted for 30 days. Appeal rights were given. An exit interview was conducted, and the report was reviewed with the Site Coordinator NIttaya Robinson.
