Licensing Program Analyst (LPA), Cortney Nelson, met with Licensee, Bianca Chavez Rocha, for an unannounced Annual/Random Inspection. LPA was granted access to the home by the Licensee and toured both indoors and outdoors during the inspection. Upon arrival, there were nine children (six preschool-age/two infants/one school-age), the Licensee, and Assistant (S2) present, which is compliant with the home license capacity and ratio requirements. LPA observed all required postings near the entrance to the home and the hours of operation are Monday – Friday, 6:00AM-6:00PM.

Licensee states that adults, over the age of 18, residing in the home and rental units on the property are: herself, her spouse (Sergio), her mother (Silvia), her brother (Jairo), and renters (Lucia and Leonor). All adults residing in the home have Criminal Background Check Clearance and proof of negative tuberculosis test.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA reviewed facility roster (LIC9040) and fire/disaster drill log during todays inspection. The last fire/disaster drill was conducted on 4/8/2024, which is compliant with the six-month requirement for homes. LPA observed two fully charged 3A40BC fire extinguishers (last serviced: 2/2024), functioning smoke detector and carbon monoxide detector. Licensee states that she does not currently have any children in care who require Incidental Medical Services and does not administer medication at this time. The Licensee states that there are no weapons or firearms in the home and LPA advised any weapons stored in rental units on the property shall follow licensing requirements. The Licensee works with Community Bridges food program and serves children breakfast, lunch, AM/PM snack, and sometimes dinner.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Indoor areas of the home were inspected by the LPA today and observed to be clean, orderly, and safe for the day care children. During todays inspection, children were observed to be eating lunch and getting ready for nap. Off-limits inside of the home included: living room, laundry room, master bedroom, master bathroom, three bedrooms, and attached garage. There are no open-faced heaters in the home. LPA observed sufficient age-appropriate materials, toys, and play equipment in the home. Drinking water is readily available for children via water jugs and refillable water bottles labeled with the children’s names. The bathroom in the home is clean, sanitary, and operable. The Licensee has a working telephone (cellphone) in the home.

The outside area of the home was inspected and observed to be fenced in. LPA observed sufficient play-equipment and supplies for the children that are in good condition and age-appropriate. There are riding bikes/cars, plastic structures, art/paint, blocks, sandbox, and turf for the children to engage in play with. Off-limits outside of home include: two detached rental units and all other areas outside of the fenced area for children. No outdoor bodies of water were observed during todays inspection. LPA advised submitting updated outdoor facility sketch and approved permits once completed for rental unit under construction.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Six (6) children’s files were reviewed during todays inspection and all required documents were present, including Individual Infant Sleep Plan (LIC9227) and sleep check documentation for all infants.

The Licensee and her assistant's files were reviewed and all required documents were present. The Licensee has current CPR/First-Aid that expires 10/25/2025 and current Mandated Reporter Training that expires on 9/27/2024. LPA reminded that Mandated Reporter training must be renewed by all staff every 2 years.

Supervision of children was discussed with the Licensee and she understands that she must be home during day care hours and ensure that children are supervised at all times. The Licensee states that she transports day care children and LPA confirmed the Licensee has an active CA drivers license and proof of current vehicle registration/insurance. LPA reminded Licensee that children should not be left unattended in parked vehicles and that car seats shall only be used for transportation and shall not be used for sleeping.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Licensee, Bianca, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

Exit interview conducted and report was reviewed with the Licensee, Bianca Chavez-Rocha.

As a result of todays inspection, no deficiencies were cited.

A NOTICE OF SITE VISIT WAS GIVEN AND MUST REMAIN POSTED FOR 30 DAYS. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
