NARRATIVE
1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	Licensing Program Analysts (LPA) Fermin Campos-Jaramillo conducted an unannounced annual and increase of capacity inspection to the home today. LPA met with Lorena Alvarez Castillo, Licensee, and explained the nature of today's visit to her. LPA observed there were six children in care today, included two infants, and four preschoolers. Days and hours of operation are Monday to Friday from 6:00 AM to 6:00 PM. The adults that reside in the home are the licensee and her husband Mario. Also in the home reside licensee minor children ages 17, 14, and 9 years old. Licensee's certifications for CPR and First Aid are current and will expire on 4/24/23 LPA toured the indoor and outdoor areas of the two story home during today's visit. LPA obtained a copy of the children's roster. LPA reviewed the Fire/Disaster drill log during today's visit. The last fire drill was documented on 7/11/22. LPA reviewed six children files and they are complete, included the parent's rights, the emergency information, and the safe sleep plan. Licensee has a working telephone in the home. LPA observed sufficient materials, toys, and play equipment for the day care children. The home is clean, orderly, and safe for the day care children. LPA did not observe any wall heaters inside the home. LPA observed licensee has placed inaccessible to the children all the cleaning compounds and medications. Off limit areas in the home: All the second floor, one bedroom in the first floor, and the attached garage. The home has a barricaded fireplace located in the on limits area. There are barricaded stairs in the home. Off limit areas outside the home: One small shed in the back yard. LPA observed the back yard is fenced, and it is used as playground for the children and there are not bodies of water. LPA observed a fully charged 3A40BC fire extinguisher served on 5/13/22, working smoke and carbon monoxide detectors. LPA observed the home has installed also a pull down fire alarm. The Licensee states that she does not have any weapons in the home. All detergents, cleaning compounds, medications, and other similar items are stored inaccessible to children. Licensee has proof of the immunization for measles, pertussis and influenza according with the SB792. ***************Report dated 7/21/22 continues on page 2.

Supervision of children was discussed with Licensee and she understands that she or a qualified adult must be present in the home during day care hours and ensure that the children are supervised at all times. The Licensee understands her capacity options and she understands that she cannot have more than 8 children in the home at any time. Licensee understands that in the event that she obtains a large capacity license a helper will be needed when more than 8 children are present in the home, and ratio must be observed all the time either with an small or with a large license. Licensee stated she does not transport children via vehicle and she understands that children cannot be left in parked vehicles unattended at any time.

LPA discussed the requirements of AB 633 with the Licensee. LPA also discussed "zero tolerance" related regulations with the Licensee.
Licensee has renewed her mandated reported training on 3/10/22. LPA informed licensee that all the adults in contact with children in her home are required to complete the training. LPA referred the Licensee to the training website: www.mandatedreporterca.com for additional information on the online training.

A review of staff records on 7/19/22 indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.
Licensee Lorena Alvarez Castillo was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Exit interview conducted and report was reviewed with the licensee Lorena Alvarez Castillo.

No deficiencies were cited today.

A notice of site visit was given and must remain posted for 30 days.

The home has been granted a fire inspection on 7/07/22 by the City of Salinas FD.

A large capacity license (14) is pending on management approval.
