25 | On 10/26/23 at 12:15 PM, Licensing Program Analyst (LPA) Teodoro Trujillo met with licensee Alba Celeste Cadena Aramburo, for an annual and change of capacity inspection. Present with licensee and adult son and 5 children: four (4) preschool age, one (1) infant, adult daughter who assists arrived 15 minutes later. Adults living in the home are licensee, her spouse Jose, adult son Cristian, adult daughter Jaqueline and her 3 minor children ages 15, 14 and 5 years old. Days and hours of operation are Monday through Friday 05:00 AM to 07:00 PM.
A listing of staff criminal record clearances associated to this facility in the CCL Licensing Information System (LIS) on 10/12/23 was reviewed and it indicates that all Facility staff or other individuals who require caregiver background clearances have received criminal record and child abuse index clearances or exemptions. Licensee Alba was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
LPA inspected inside and outside of two-story home. Licensee owns the home and Licensee states she has liability insurance for a family childcare home (FCCH). LPA observed a 2A10BC fire extinguisher last serviced on 09/06/23. Carbon Monoxide and smoke detectors are operable. LPA observed no wall heater, barricaded fireplace in the living room. Licensee stated there is no firearms/weapons in the home. Sharp objects, medicines, poisons, and cleaning supplies are inaccessible to the children. Backyard is fenced. Off limits indoor: all of second floor that has four bedrooms, two bathrooms, and attached garage with storage room. Off Limit outdoor: left and right-side yards, and back yard area previously used in care. On Limit outdoor: gated play area in front of garage.
Children were supervised during the visit and LPA went over substitute options and reminded licensee they could only have 8 children according to her license. Licensee stated she does not transport children, LPA reminded Licensee that children are never to be left in parked vehicles and must use appropriate car seats according to the child's age/weight/size.
