25 | Licensing Program Analyst (LPA) Andrea Cortez conducted an unannounced Required - 1 Year Inspection (care tool). The purpose of today’s visit is to ensure the Infant Site at Seaside Child Development Center (SCDC) is in compliance with Title 22 California Code of Regulations. LPA met with the Site Supervisor (SS) Ashley Reyes and explained the nature of today's inspection. LPA toured the infant room both inside and outside during today’s inspection. LPA observed the required posted materials, including the Facility License, Emergency Disaster Plan (LIC 610), Earthquake Preparedness Checklist (LIC 9148), Parents' Rights Poster (PUB 393), Personal Rights (LIC 613A), Child Car Seat Law (PUB 269), and Activity Schedule. The hours of operation are Monday - Friday, 7:30am - 5:30pm.
LPA reviewed F children's and 1 staff files during today's inspection. Each child's file reviewed contains the Information and Emergency Information form (LIC 700), immunization records, physicians report, personal rights, and parents’ rights. All staff files contain the required transcripts/verification of experience. LPA verified CPR and First Aid certifications are current. All staff have clearances through Monterey Peninsula Unified School District (MPUSD). The SS understands that there shall be always at least one person with valid CPR and First Aid certifications on site, or present during off-site activities (field trips).
SCDC staff members have background clearance through MPUSD. SS was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
LPA reviewed the infant ratios with SS understands the conditions, limitations, and capacity specifications of the infant license. SS understands that infants shall be visually supervised at all times. LPA observed the infant room in order. Cribs are see-through with nothing hanging from the side-rails. The rooms’ layout has no hidden corner and an open floor plan for the teachers have visual site of the infants.
