32 | On 10/24/2025, LPA conducted an unannounced visit at the facility. During interview, licensee stated she has never operated an Airbnb. She stated that she was only planning to start but did not proceed after the city informed her she is not permitted to do so. Licensee showed LPA the converted garage, which she claimed was her and her husband’s room. The licensee signed a written declaration under penalty of perjury stating that she has never operated an short term rental in this property.
On 10/24/2025, at approximately 11:50pm as LPA was leaving the facility, LPA met and interviewed an individual who identified himself as an Airbnb renter (R1). R1 stated he rented a room in the home from Friday (10/24/25) through Sunday (10/26/25) and did not possess a DSS background clearance. LPA verified that an active Airbnb listing was associated with the facility address during the investigation.
Based on LPA's records review there is sufficient documentation and photographs indicating the licensee advertised the home on Airbnb and operated short-term rentals at the facility, including on weekdays when day care children are present.
Based on LPA’s observations, record review(s), and interviews which were conducted, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED.
2 Type A deficiencies are being cited.
LPAs Darnella Barnes and Anna Morales informed licensee Krsteen Bebawy that this report dated 11/3/25 document(s) two Type A citation(s) which shall be posted for 30 consecutive days as there are immediate risk(s) to the health, safety, or personal rights of children in care.
Also, LPAs Darnella Barnes and Anna Morales informed the licensee to provide a copy of this licensing report dated 11/3/25 that documents any Type A citations to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
A notice of site visit was given and must remain posted for 30 days. Appeals rights provided.
