Licensing Program Analysts (LPA) Fermin Campos-Jaramillo conducted an unannounced annual random and increase of capacity inspection to the home today. LPA met with Adriana Ramirez, Licensee, and explained the nature of today's visit to her. LPA observed there was one preschool child in care today. Days and hours of operation are Monday to Friday from 6:00 AM to 5:30 PM, and Saturdays from 6:00 AM to 2:00 PM. The adults that reside in the home are the Licensee, her spouse Gerardo, her parents Lilia and Nectali, and her cousin Maria. Licensee minor children ages 8 and 5 also reside in the home. Licensee's certifications for CPR and First Aid are current and will expire on 11/8/25 for herself and for helper Lilia on 8/10/26.
LPA toured the indoor and outdoor areas of the home during today's visit. LPA took a picture of the children's roster. Licensee documented last fire drill on 1/31/25. LPA reviewed five children files and they are complete. Licensee has a working telephone in the home. LPA observed sufficient materials, toys, and play equipment for the day care children. The home is clean, orderly, and safe for the day care children. LPA did not observe any wall heaters inside the home. There are not stairs or bodies of water in the home.
The home has received a Fire Inspection Clearance on 2/4/25 by the North County Fire District of Monterey. The following areas are not approved for childcare according to the Fire Inspection document: Off limit areas inside the home: Kitchen, three bedrooms and one bathroom, and the attached garage. Off limit areas outside the home: The covered patio next to the garage, the driveway, and 2 sheds located on the far back part of the back yard. Licensee uses the middle part of the back yard, and the front yard for outdoor activities with the children in care. LPA observed the side yards and the back yards are fenced. Licensee stated the children in care access the back yard using the front yard and the left side yard. Licensee understands the on limits and off limits areas have been approved by the Fire District Authority and before making any changes to the use of the areas Licensee will notify the Licensing Program.
LPA observed a brand new 3A40BC fire extinguisher, working smoke and carbon monoxide detectors. The Licensee states that she does not have any weapons in the home.

All detergents, cleaning compounds, medications, and other similar items are stored inaccessible to children, laundry area is located inside the off limits garage. Licensee and her helper have proof of the immunization for measles, pertussis and influenza for herself and for her helper according with the SB792.
Supervision of children was discussed with Licensee and she understands that she or a qualified adult must be present in the home during day care hours and ensure that the children are supervised at all times.
The Licensee understands her current capacity options and she understands if eventually she obtains a large license with capacity 14, she cannot have more than 14 children in the home at any time and a qualified assistant must be present and ratio (age of the children) must be observed. Licensee understands in absence of a helper her license capacity is reduced to 8 and ratio must be observed as well. Licensee stated she does not transport children via vehicle and she understands that children cannot be left in parked vehicles unattended at any time.

LPA observed that licensee and her helper Lilia have completed the Mandated Reporter training on 2/3/24 and 4/16/23 respectively. LPA informed licensee that all the adults in contact with children in her home are required to complete the training. LPA referred the Licensee to the training website: www.mandatedreporterca.com for additional information on the online training.
A review of staff records on 2/18/25 indicates that not all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.
Licensee was informed that adult Maria Ramirez has not been cleared yet. Licensee stated Maria is her sister and she lives in Prunedale, and she does not come to the home during the childcare hours.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.Incidental Medical Services (IMS) policy was discussed. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE Adriana Ramirez confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

No deficiencies were cited today.

A notice of site visit was given and must remain posted for 30 days.


Licensee was informed that a large Family Child Care Home license will be approved pending on Management review and approval.
