25 | Licensing Program Analysts (LPA) Andrea Cortez met with Applicant, Evangelina Espinoza Guzman, to conduct an announced pre-licensing inspection. LPA was granted access to the home by the Applicant. Applicant was the only adult present, no children in care today. The Applicant and her spouse Braulio Morales Sanches are the adults residing in the home. There are three minor children residing in the home: 12, 6, and18 months. Applicant’s hours of operation are Monday through Friday 5:00am to 5:00pm.
LPA toured the indoor and outdoor areas of the home during inspection. LPA verified the facility Sketch LIC999A submitted to the department with the layout of the home to confirm the on and off limits.
Off Limits Areas: Bedrooms 1, Master Bedroom.
On Limit Areas: Kitchen/dining area, living room, and side yard.
LPA explained the Fire drills are to be conducted are every 6 months. The Applicant understands the importance of maintaining a current children's' roster. The Applicant has a working cell phone in the home. LPA observed toys and play equipment for the day care children. All detergents, cleaning compounds, other similar items and poisons are inaccessible to children.
Evangelina Espinoza Guzman was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
