25 | During the course of a complaint investigation Licensing Program Analyst (LPA) Mindy Mohr met Assistant Director Adrean Takemoto (D1) and Director Milli Pintacsi (D2). D1 stated there were 85 children aged 2 - 6 present today, 5 had been picked up by 12:30pm leaving 79 children when LPA arrived at 12:55pm. D1 and D2 both stated that on any given day there can be 80-85 children with the possibility of 92 students present on campus at one time. D2 stated she thought it was total capacity of 128 students, which includes the Infant license and a fire clearance of 50 children aged 6 weeks to 24 months. D2 also stated they have never exceeded the combined capacity for both the infant and preschool licenses of 128 students on campus at one time. On 02/03/2023 the facility was approved for a capacity increase to 78 children ages 2 - 6. The facility is in violation of the approved fire clearance granted by City of Napa Fire department upon which the clearance is based.
The following violations of the California Code of Regulations, Title 22; Division 12: see LIC 809D. A civil penalty of $500 is being assessed. Appeal rights were provided.
Exit interview was conducted which documents one Type A citation and was reviewed with Director, Milli Pintacsi who was informed that Type A citations shall be posted for 30 consecutive days as there is immediate risk to the health, safety, or personal rights of children in care.
LPA Mohr informed the facility representative to provide a copy of this licensing report dated 05/20/2024 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolling parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
