Licensing Program Analyst (LPA) Jen Patel conducted an unannounced complaint investigation visit to the facility and met with the Director, Mackenzie Miller (D1), for the purpose of delivering findings related to the above allegation. LPA previously met with AD on 11/19/25. From 11/19/2025 to 2/02/2026, interviews were conducted with AD and 6 adults (A1-A8). During the course of the investigation, LPA gathered information, received statements, and made observations of the facility and its equipment. Additional adult interviews were attempted.
AD denied the allegation stating all children eat lunch and parents provide all the meals, including snacks. If children run out of food, staff message the parents, and the parent drops off additional food. If a child refuses to eat, staff will continue to encourage them to eat. AD stated some children take longer to eat. Furthermore, AD stated if a child is still hungry, staff will allow them to stay back from the next activity to finish eating, and the facility is in communication with parents when children are picky with their food.
Interviews with A1-A4 stated the facility doesn’t provide food and parents send the children to school with all their meals, including snacks, for the day. If a child finishes all their food, the facility contacts parents to bring more.

Children receive 30 minutes to eat lunch. A2 stated children are given a warning of when mealtime is ending, if children are still interested in eating, staff will set up a bench outside so children can eat.

A3 stated if a child refuses food, they offer another container of food brought from home. If a child refuses to eat right away, they allow the child to play and then offer food again. A4 stated staff are supposed to allow the children to eat until they are full, for example, pushing food away or walking away from it. A3 further stated if a child refuses food, staff encourage and get the children excited to eat the food. The food is always there for when they want it later.
Interviews with A6-A7 stated they do not have issues with their child eating the food they send to school. A7 specifically stated sometimes their child comes home hungry. A8 stated their child doesn’t come home hungry and they eat all their food at school.

Based on the information gathered during this investigation, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the allegation occurred and therefore is determined to be unsubstantiated. There were no Title 22 deficiencies cited. This report was reviewed and discussed with the facility’s Director, Mackenzie Miller. Appeal rights were provided. Notice of Site Visit shall be posted for 30 days from today's visit. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
