25 | At 1:35pm on 6/13/2024, Licensing Program Analyst (LPA) Matthew Gallo met with licensee Heather Urban for the purpose of an unannounced required annual inspection. Upon arrival, LPA observed a total census of 12 children, consisting of 1 preschool child and 11 school aged children. Licensee's adult assistant was also present during the inspection.
Licensee guided LPA on a tour of the facility, and a health and safety inspection was conducted in all areas accessible to children. Off-limits areas include upstairs, kitchen, laundry room, guest room, and living room next to the kitchen. Licensee acknowledged that children must never enter these areas. LPA observed the required postings, a working phone, 2A10BC fire extinguisher, and functioning smoke and carbon monoxide detectors. Per Licensee, there are no weapons in the home. LPA observed a pool on the property that was properly barricaded with a 5 ft fence that does not obstruct view and features a self-latching gate that opens outward. Toxic and hazardous items are inaccessible to children. Fireplace waiver is on file. LPA observed stairway in the home to be properly barricaded. Outdoor play space is fenced.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
LPA reviewed 12 children’s files and observed them to be complete. A current roster is being maintained and fire and disaster drills are documented. Current CPR and First Aid certification was verified and expires 06/2025, and AB 1207 Mandated Reporter Training was verified for the Licensee and expires 05/2025.
