25 | Licensing Program Analyst (LPA) Matthew Gallo met with Licensee Deva Hauber for the purpose of an unannounced required 1-year inspection. At 9:10am, LPA observed a total census of 5 preschool children supervised by licensee.
Operating hours are 8:30am to 1:00pm, Monday through Thursday. The facility closes for the summer.
Licensee guided LPA on a tour of the facility, and a health and safety inspection was conducted in all areas accessible to children. Off-limits areas include all downstairs, outdoor shed, and detached cabin. Licensee acknowledged that children must never enter these areas. LPA observed the required postings, a working phone, 2A10BC fire extinguisher, and functioning smoke and carbon monoxide detectors. Licensee stated there are no weapons in the home and LPA observed toxic and hazardous items to be inaccessible to children. Open-faced heater is fenced to prevent access to children. Outdoor yard is unfenced, and licensee understands that 100% supervision of children is required in unfenced areas.
There is a duck pond located within a fenced garden in the front yard that has a rough perimeter of 5x5 feet and is approximately two feet deep at its center. The fence of the garden is over 5 feet tall. However, the spacing between joints in the wire fencing would not deter a child from climbing. In addition, the gate to the garden does not feature a self-locking mechanism as required by regulations.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
