25 | At 12:45pm on 5/17/2024, Licensing Program Analyst (LPA) arrived at the facility for the purpose of an unannounced required 1-year inspection. Upon arrival, LPA was granted entrance by 3 assistant staff. Licensee Juan Aguilar arrived at the facility at approximately 1:30pm. Upon LPA arrival at 12:45pm, LPA observed a total census of 14 children, consisting of 6 infants and 8 preschool children.
LPA toured the facility, and a health and safety inspection was conducted in all areas accessible to children. Off-limits areas include the laundry room, garage and bathroom #2 (located in bedroom #2). Licensee acknowledged that children must never enter these areas. LPA observed the required postings, a working phone, 2A10BC fire extinguisher, and functioning smoke and carbon monoxide detectors. LPA asked to see firearm weapons and ammunition and observed them to be locked separately according to regulation. LPA did not observe bodies of water at the facility. Toxic and hazardous items are inaccessible to children. Fireplace is barricaded to prevent access to children. Outdoor play space is fenced. Safe and age-appropriate toys and equipment were available to children in care.
Criminal background clearances for present adults were verified. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
LPA reviewed 14 children’s files and observed them to be complete. A current roster is being maintained and fire and disaster drills are documented. Current CPR and First Aid certification was verified and expires 4/2026, and AB 1207 Mandated Reporter Training was verified for the Licensee and expires 5/2026.
