25 | At 12:55pm on 7/25/2024, Licensing Program Analyst (LPA) Matthew Gallo met with licensee Dominique Youkhehpaz for the purpose of an unannounced required annual inspection. Upon arrival, LPA observed a total census of 4 preschool children supervised by licensee.
Licensee guided LPA on a tour of the facility, and a health and safety inspection was conducted in all areas accessible to children. Off-limits areas include Master Bedroom/Bath and all outbuildings. Licensee acknowledged that children must never enter these areas. LPA observed the required postings, a working phone, 2A10BC fire extinguisher, and functioning smoke and carbon monoxide detectors. All toxic and hazardous items are inaccessible to children. Pellet burning furnace is properly barricaded. Firearm weapons and ammunition are stored and locked separately as required by regulation. There are natural swamps on the property, and LPA observed a fenced play yard with a 5 ft tall fence that does not obstruct the view and features a self-latching and self-closing gate that opens outward. Licensee acknowledges that 100% supervision is required in all unfenced areas of the property.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
LPA reviewed 4 children’s files and observed them to be complete. A current roster is being maintained and fire and disaster drills are documented. Current CPR and First Aid certification was verified and expires 9/2025 and AB 1207 Mandated Reporter Training was verified for the Licensee and expires 5/2025.
