Complainant stated unqualified and not fingerprinted staff in the classrooms presents a huge safety concern for the safety of the children in care. It has also been disclosed that the staff haven’t started any early childhood course work. No additional information was provided from the complainant.
During the staff interviews, all 6 interviewed staff deny any uncleared adult or unqualified staff working at the facility. Staff #1 (S1) stated. “Ever since Covid it has been hard to get staff in this field however we are lucky to have our internal substitute staff who can help when needed”.
LPA Lucero interviewed 11 preschool children. The eleven children interviewed were able to provide LPA Lucero the names of their teacher/s. No disclosures were made by children.
During the two physical plant inspection on 07/13/23 and 09/07/23 LPA confirmed that facility staff or individuals who require caregiver background checks have received a criminal record clearance or exemption and a child abuse index clearance.
LPA reviewed 12 personnel record and personnel report LIC 500, all staff providing care and supervision have a criminal record clearance and qualified, based on record review. LPA also crossed reference the names of the teachers that the children interviewed provided .
Based on the information gathered from LPAs interview 6 staff members, 11 preschool children, reviewed 12 personnel records, personnel report and the two physical plants inspection, there is insufficient evidence to corroborate the allegations that unqualified and not fingerprinted staff working at the facility. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegations are UNSUBSTANTIATED.
Exit interview was conducted with Acting Director, Melida Toscano. Notice of Site Visit was posted during the visit. Licensees was informed that the notice of site visit must be posted for 30 consecutive days. Failure to post will result in civil penalties of $100. Director was provided a copy of their appeal rights (LIC 9058 01/16) and their signature on this form acknowledges receipt of these rights. First level appeals should be sent to the regional manager to the address listed above. |
