On 08/14/25, Licensing Program Analysts (LPAs), Anna Chan and Long Pham, conducted an investigation for a follow up investigation regarding a complaint which was initiated on 06/04/25. LPAs met with Director Cynthia Estep and was led on a tour of the facility. There were 18 preschool children and 2 staff. Children were having outdoor activities when LPAs arrived.

A review of the Facility Personnel Report Summary conducted on today’s date indicates all facility staff or other individuals who required caregiver background checks have received criminal record and child abuse index clearances or exemptions.

During the course of this investigation, an allegation was added about Staff Qualification.

On 8/6/25 LPA reviewed 4 staff files.

Based on records reviewed, staff at the facility were qualified to provide care to children in care.

Based on records reviewed, the preponderance of evidence standard has not been met. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED.

Exit interview was conducted and report was reviewed with Director Cynthia Estep. The Notice of Site Visit was posted and must be posted for 30 consecutive days. Appeal Rights were provided.
