32 | During the course of the investigation, LPA interviewed 3 staff members and 2 parents. No children interviews were conducted due to children not qualifying using the Ten Step Investigative Interview questions. LPA also obtained facility documents and reviewed facility records (staff files and Parent Handbook).
Regarding allegation: (1) Staff roughly handled children.
During the staff interview, 2 out of 3 staff confirmed they gently pat children on their backs. 3 out of 3 staff confirmed they gently rub child’s face, head, or forehead when asked. 3 out of 3 staff confirmed they give children a book, or a quiet activity if they do not fall asleep on their own.
LPA observed staff interacting appropriately with all children including gentle tone of voice. All children were observed to have smiles, walk and run to join S3 on the rug when called for circle time. C1 was observed to sit on the floor next to S3 during circle time without being told or led to the location. C1 leaned on S3’s left side/left arm during staff instruction.
LPA reviewed the Newport Montessori Parent Handbook. Noted on page 16, under the section Discipline Policy, “Grace and courtesy are modeled for the children by the staff. A patient and loving attitude is necessary at all times…No…violation of children’s rights will be permitted.”
Regarding allegation: (2) Staff force daycare child to nap.
During the staff interview, 3 out of 3 staff confirmed children will be given a book or quiet activity if they do not fall asleep. S3 confirmed C1 has been given a quiet activity, such as reading and has fallen asleep. S3 also confirmed while rubbing their face during quiet time, C1 has said “right here,” pointing to C1’s nose to be rubbed. 3 out of 3 staff denied forcing children to nap or witnessing any staff forcing children to nap.
LPA observed nap time preparations and the start of nap time. LPA observed children were on their own cots, with clean, personal fitted sheets. Children were observed to lay quietly without signs of objection or refusal such as crying, verbal objections, running away, getting up, standing up from their cot(s), etc. Staff was supervising children.
