On 10/13/2025, the Orange County Regional Child Care Licensing Office received a complaint with one allegation listed above: Staff are operating beyond the terms of the license.
During the course of investigation, LPA interviewed five (5) staff members, four (4) children, and four (4) parents. LPA obtained children’s roster, staff roster, and documents pertinent to the investigation. LPA contacted 8 parents to interview, only four (4) parents responded. All interviewed parents stated they did not have any concern related to the allegation.
During the investigation, LPA Carreiro conducted observations regarding the allegation during the visits on 10/16/2025 and 10/23/2025.
On 10/23/2025, While touring the elementary school, LPAs Carreiro and Thompson observed 5 additional preschool children in the lower Elementary Classroom which is not part of the preschool license with 1 preschool staff member #1 (S1). Inside the elementary school classroom, elementary school children were present with an elementary school staff #2 (S2) in a separate location of the elementary classroom. There were two preschool rooms A and C in the licensing area that were empty during the visit.
Staff #3 (S3) stated that staff #1 S1 brings the children over to the Lower Elementary side every day from lunch time till 2:30pm to not interrupt nap time for the children in the preschool classroom and it is quiet. S3 stated that S1 is the staff that takes care of the preschool children at the Lower Elementary side. Staff #7 stated that children who are 5 years old are taken to the Lower Elementary side from noon-2:30pm every day and this has been happening for about 10 years. S7 stated that S1 is the staff that brings the children over to the Lower Elementary side and takes care of the children at the Lower Elementary side.
During record reviews, LPA reviewed the facility sketch which indicated, the facility was licensed to provide care for children in 3 preschool classrooms: Preschool A, Preschool B, Preschool C; and 2 toddlers classrooms in building #2. However, during inspections on 10/23/2025 LPAs observed S1 was providing care for 5 preschool children in the Lower Elementary Classroom in building #1. Building #1 was not included in the license facility sketched. This is a violation of the conditions of the license.
