On 3/2/26, Licensing Program Analyst (LPA), Carreiro conducted an unannounced visit to the facility to deliver findings for a complaint that was received at the Orange County Regional Child Care Licensing Office. LPA met with the Director WARKENTIEN, DEBORAH and explained the reason for the visit. LPA was led on a tour of the facility and observed a total of 47 children and 7 staff members.
A review of the Facility Personnel Report Summary on this date 3/2/26 indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. During today’s inspection the facility was operating within its licensed capacity and within compliance of staffing ratios.

On 2/11/2026, the Orange County Regional Child Care Licensing Office received a complaint with one allegation listed above: Staff are operating beyond the terms and conditions of the license.

During the course investigation, LPA interviewed four (4) staff members and three (3) parents. LPA also obtained a copy of the Children’s Roster, staff roster, and documents pertinent to the investigation.

Four (4) out of four (4) staff members stated that in the last 3 months the facility has not accepted children younger than 18 months. LPA contacted six (6) parents, only three (3) parents responded. All interviewed parents stated they did not have any concern related to the allegation.

During the visit on 2/13/2026, LPA observe no children younger than 18 months in the facility and on the left-hand side of the building which is not part of the license.

During record reviews, the enrollment record indicated that the facility did not accept any children younger than 18 months in the past 3 months.

Based on the information gathered from LPAs’ interviews, observations, records, the preponderance of the evidence has not been met. Although the allegation may have happened or are valid, there is not a preponderance of evidence to prove the alleged violation of Staff are operating beyond the terms and conditions of the license, therefore, the allegation is UNSUBSTANTIATED.

A notice of site visit was given and must remain posted for 30 days. Appeal rights were given.

Exit interview conducted and report was reviewed with the Director WARKENTIEN, DEBORAH.
