On 5/15/2026, Licensing Program Analyst (LPA), Carreiro conducted an unannounced visit to the facility to deliver findings for a complaint that was received at the Orange County Regional Child Care Licensing Office. LPA met with the Director Vasseghi Mojgan,and explained the reason for the visit. LPA was led on a tour of the facility and observed a total of 18 children and 4 staff members. During today’s inspection the facility was operating within its licensed capacity and within compliance of staffing ratios.

A review of the Facility Personnel Report Summary on this date 5/15/2026 indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

On 4/10/2026, the Orange County Regional Child Care Licensing Office received a complaint with four allegations: (1) Staff spoke inappropriately towards the daycare children, (2) Staff mishandled a daycare child, (3) Staff demonstrated inappropriate forms of discipline, and (4) Staff forced the daycare children to sleep.

During the investigation, LPA conducted observations during facility visits. LPA interviewed seven (7) staff members. Children were not interviewed due to the children being nonverbal. LPA contacted eight (8) parents to interview, one (1) parent responded and was interviewed. LPA also obtained a copy of the Children’s Roster, staff roster, and documents pertinent to the investigation.

Regarding allegation (1) Staff spoke inappropriately towards the daycare children.

During the visit on 4/16/2026 and 5/15/2026, the LPA did not observe any staff member speaking inappropriately towards daycare children. During the interviews, seven (7) out of seven (7) staff members denied ever speaking inappropriately towards the daycare children or witnessing any staff member speaking inappropriately to the daycare children. Interviewed parent stated they did not have any concern related to the allegation. Review of facility’s policy and procedures indicated interviewed staff were providing responses consistent with facility’s policy regarding appropriate interaction with the children in care.

Regarding allegation (2) Staff mishandled a daycare child.

During the visit on 4/16/2026 and 5/15/2026, the LPA did not observe any staff members mishandling a daycare child. Seven (7) out of seven (7) staff members denied ever mishandling a daycare child or witnessing any staff member mishandling daycare children. Interviewed parent stated they did not have any concern related to the allegation. Review of facility’s policy and procedures indicated that interviewed staff were providing responses consistent with facility’s policy regarding appropriate interaction with the children in care.

Regarding allegation (3) Staff demonstrated inappropriate forms of discipline.

Seven (7) out of seven (7) staff members denied ever demonstrating inappropriate forms of discipline to a daycare child or witnessing any staff member using inappropriate forms of discipline. Interviewed parent stated they did not have any concern related to the allegation. Review of facility’s policy and procedures indicated that interviewed staff were providing responses consistent with facility’s policy regarding appropriate discipline for children in care.

Regarding allegation (4) Staff forced the daycare children to sleep.

During the visit on 4/16/2026 and 5/15/2026, the LPA did not observe any staff member forcing a daycare child to sleep. Seven (7) out of seven (7) staff members denied that they forced the daycare children to sleep or witnessing any staff member forcing daycare children to sleep. Interviewed parent stated they did not have any concern related to the allegation. Review of facility’s policy and procedures indicated that interviewed staff were providing responses consistent with facility’s napping procedure for children in care.

Based on the information gathered from LPAs’ observations, interviews and record reviews, the preponderance of the evidence has not been met. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations of (1) Staff spoke inappropriately towards the daycare children, (2) Staff mishandled a daycare child, (3) Staff demonstrated inappropriate forms of discipline, and (4) Staff forced the daycare children to sleep, therefore, the allegations are UNSUBSTANTIATED.

A notice of site visit was given and must remain posted for 30 days. Appeal rights were given.Exit interview conducted and report was reviewed with the Director Vasseghi Mojgan.
