During the investigation LPA Lucero interviewed 4 staff members, 5 parents, and reviewed the children’s roster.
During the investigation on 10/12/2023 LPA Lucero interviewed 4 staff. 4 out of 4 staff stated parents are allowed to come inside the classroom if they like. 4 out of 4 staff denied ever observing a staff member deny a parent entry in the facility.
On 10/23/2023 LPA attempted to interview 7 parents, however only 5 parents were available for interview. Parent #1 (P1) stated parents are now allowed in the facility after the COVID-19 restrictions were lifted. Parent #2 (P2) stated P2 has never been allowed inside the facility, staff usually bring the child out to P2 during pick up time. Parent #3 (P3) stated P3 is not allowed inside the facility, P3 has only been able to walk up to the facility door. P3 disclosed there has been a newsletter sent out regarding the rule and this rule has always been communicated from staff. P3 disclosed it has always been a procedure since P3’s children have started attending. Parent #4 (P4) stated being informed by staff that parents couldn’t go inside the classrooms. P4 disclosed not attempting to go inside the classroom recently due to not wanting to break the rules. P4 stated seeing some parents go inside the classroom, but majority of the parents do not go in. Parent #5 (P5) disclosed attempting to enter the classroom but was told by staff that P5 could not enter the classroom due to parents being unable to see the other children in the classroom.
Based on LPA’s interviews conducted with 4 staff and 4 parents, it has been determined staff does not allow parents inside the the facility. Therefore, the preponderance of evidence standard has been met, therefore the above allegation is found to be Substantiated. Per Title 22 Regulations, Health and Safety Code Section 1596.857(a) the facility will be cited on the attached LIC9099D.
Exit interview conducted and report was reviewed with the Director Rebecca Ruiz. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
