On 4/10/2025, the Orange County Regional Child Care Licensing Office received a complaint with the allegations listed above: Reporting Party (RP) alleged that (1) staff withheld snack from day care child as a form of discipline, (2) staff speaks to children inappropriately.
On 4/15/2025, LPA made an unannounced visit to the facility. LPA conducted interviews with five (5) staff and five (5) children. LPA also reviewed personnel files, and facility provided LPA with facility roster.
Three (3) out of ten interviewees stated that a staff member spoke inappropriately to children by raising their voice. The three interviewees stated that this staff member has raised their voice on multiple occasions when speaking to the daycare children. Four (4) out of ten interviewees corroborated a recent incident in which a staff member withheld snack, which the child brought from home, as a form of discipline.
The Orange County Regional Child Care Licensing Office has investigated the complaint alleging (1) staff withheld snack from day care child as a form of discipline, (2) staff speaks to children inappropriately. Based on information gathered from LPA’s interviews, the preponderance of evidence standard has been met, therefore the allegations are substantiated. California Code of Regulations, Title 22, Division 12 & Chapter 1, Section 101223 Personal Rights is being cited; see LIC 9099D.
A notice of site visit was given and must remain posted for 30 days.
