On 9/4/2024, Licensing Program Analyst (LPA), Anna Chan, conducted a follow up investigation to deliver findings regarding the above complaint allegation which was initiated on 07/24/24. LPA met with director, Taryn Stephens and was led on a tour of the facility. There were 14 infants and 3 staff. Children where napping when LPA arrived.

The Orange County Regional Office received a complaint on 7/18/24 alleging staff providing care to children under the influence of illegal substance.

Based on staff interviews, staff stated they do not bring any medication in the facility and has not observed other staff under the influence.

On 8/6/2024, LPA interviewed five (5) parents, none of whom disclosed any information that could support the allegation.

This Department investigated the complaint alleging staff providing care under the influence of illegal substance. Although the allegation may have happened or are valid, there is not a preponderance of evidence to prove, the alleged violation did or did not occur, therefore the allegation is unsubstantiated.

No deficiencies cited.

Exit interview was conducted and report was reviewed with director Taryn Stephens. The Notice of Site Visit was posted. Director was informed that the Notice of Site Visit must be posted for 30 consecutive days. Failure to post will result in civil penalties of $100. A copy of appeal rights (LIC 9058 1/16) was provided and their signatures on this form acknowledges receipt of these rights. First level appeal is to Regional Manager, address is above on the report.
