On 2/7/2025 at 2:00pm, Licensing Program Analyst (LPA) Olivia Meza and Licensing Program Manager (LPM), Martha Malane, conducted a complaint inspection to deliver findings for a complaint that was initiated on 1/8/25. Upon arrival, LPA met with Licensee’s Husband, Anthony Palmer and Helper Laura Linet Betanco.LPA informed licensee's husband Anthony Palmeri, and helper the purpose of the visit and was led on a tour of the facility. At 2:16pm Licensee, Mirna Palmeri arrived and was informed the purpose of the visit. Licensee stated she left the helper alone to run errands. There were five (5) children, and one (1) infant. Prior to entry LPM observed Anthony Palmeri arriving home at 1:54pm leaving the helper, Laura Linet Betanco supervising children alone.

A review of staff records on this date 02/7/2025 indicates that all facility staff or other individuals who required caregiver background checks have not received criminal record and child abuse index clearances or exemptions.

Based on LPAs observations, interviews, and record review during the course of the investigation licensee stated Laura Linet Betanco has been working in the facility since January 2025 without a criminal background clearance. Therefore, the preponderance of evidence standard has been met, and the above allegation of uncleared adult in the home is found to be SUBSTANTIATED.

California Code of Regulations, Title 22, Division & Chapter 3, one Type A citation is being cited on the attached LIC9099D and a civil penalty of $500 assessed.

LPA Meza informed Licensee, Mirna Palmeri that this report dated 2/7/25 documents one Type A citation which shall be posted for 30 consecutive days as there is an immediate risk to the health, safety, or personal rights of children in care.

LPA Meza informed the licensee Mirna Palmeri to provide a copy of this licensing report dated 2/7/25 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

Exit interview conducted with Licensee, Mirna Palmeri. The Notice of Site Visit was posted. Licensee, Mirna Palmeri, was informed that the Notice of Site Visit must be posted for 30 consecutive days.

Therefore, the preponderance of evidence standard has not been met, and the above allegation is found to be UNSUBSTANTIATED.

Exit interview was conducted. The Notice of Site Visit was posted. Facility representative was informed that the Notice of Site Visit must be posted for 30 consecutive days.
