A Required Annual inspection and Case Management was conducted at the facility by Licensing Program Analyst (LPA) Desai, Ketki LPA observed licensee Angelica Barajas caring for 3 Preschool age children (2 and 4 years old)
Licensee was operating within the licensed capacity as specified on license. A review of the Facility Personnel Report Summary on this date indicates all facility residents, staff, or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Currently there is 1 adult including the licensee and no minor children living in the facility. Facility Day care hours are
7 am-5:30pm, Monday through Friday. Ages served are 6 weeks to 6 years old.

During today’s inspection, LPA and licensee toured the inside and outside areas identified in the facility sketch as accessible to child care children.
Day Care Area: The child care front room (living room), kitchen and two additional bedrooms, and half bathroom in the passage area. Day Care area is accessed through the front entrance of the home.
The children walk through the hallway to the bathroom. Licensee stated the children's primary area is the living room and the two bedrooms are converted into child care rooms located directly in the back of the home. During todays inspection, LPA observed three preschoolers) engaged in table top activity in the living area, with licensee also engaging in the activity.
Off limit area: One master-bedroom and master bathroom, doors have child safety knobs on it. Garage is inaccessible and it is on other side of the home, kitchen is open and the cabinets have child safety knobs installed making it inaccessible to children. There are no stairs or open fireplace in the home.

Carbon monoxide and smoke detector was observed during inspection, with a fire extinguisher in the home that meet statutory and State Fire Marshall standards. Detergents, cleaning compounds, medicines, and other items which could pose a danger if readily available to children were stored inaccessible to children. (1)

Out door activity area : Right side yard area is used for outside play. It is completely fenced with a concrete and grass flooring. There is metal gate and the knob has a child safety knob installed on it making it safe while children are playing outdoors. Per Licensee they also walk to the park area adjoining the home where are play structures and shaded area.

There were no poisons or other items observed which could pose a danger to children in care. LPA verified there is a working telephone cellular service in the home.
The licensee does have a current roster of children in care and Fire log was also reviewed. (Drill : 8/13/22)

Per Licensee there are no Pets/ Bodies of Water or Weapons or guns in possession.

Children’s records for children present during LPA’s inspection were reviewed for a copy of the emergency information card that contains all the information specified by regulation (LIC 700) and found to be in compliance.
The licensee Pediatric CPR/First Aid certification was valid up to December 10th 2023.

Beginning September 1, 2016, Health and Safety (H&S) 1597.622 states, a person shall not be employed or volunteer at a family day care home if he or she has not been immunized against influenza, pertussis, and measles. Proof of immunization against pertussis, measles, influenza decline letter for licensee were reviewed and are within compliance. Beginning March 31, 2018, H&S Code 1596.8662 requires all licensed providers and employees to complete mandated reporting training, and to renew the training every two years. This requirement was met.

The licensee understands she must be present in the facility, must ensure children in care are supervised at all times, and children are not to be left in parked vehicles.

When the licensee is temporarily absent from the facility, arrangements must be made for a qualified substitute adult to care and supervise children while absent. The substitute adult must have the required criminal record, child abuse index clearances, immunization's, Pediatric CPR/First Aid, and mandated reporter training.

A copy of the California Department of Social Services Lead Information Brochure was explained to the licensee. A copy of the 2016 “A Child Care Providers Guide to Safe Sleep” was reviewed with the licensee. The following electronic links were also provided:

LPA reviewed with applicant the following safe sleep best practices:
· Always place infants on their backs for sleeping
· Use only a tight-fitting sheet on the crib or play yard mattress
· Do not hang any items from the crib or above the crib
· Keep all items, including blankets, out of the crib or play yard
· Pacifiers may be used if they do not have items attached to them
· Infants should not be swaddled or have any items covering them while sleeping
· The temperature of the room should be comfortable enough for an adult to wear a t-shirt and not be too hot or too cold.
Licensee shall maintain LIC 9227 form in the infant file.

LPA discussed the following items with the Licensee Ms. Barajas, Angelica during the Exit interview:

Criminal Record statement: Licensee Ms. Barajas, Angelica was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. (3)

Safe Sleep : LPA discussed the safe sleep regulations with Licensee Ms. Barajs, Angelica & discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed of the Licensee Ms. Barajas, Angelica importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

An exit interview was conducted with licensee Ms. Barajas, Angelica

Appeal Rights were explained. The Licensee was provided a copy of appeal rights (LIC 9058 01/16) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Regional Office within 15 business days. First level appeals should be sent to the regional manager to the address listed above.

The Notice of Site Visit was posted and discussed as required by H&S Code Sec. 1596.817. Notice of Site Visit must be posted for 30 consecutive days. Failure to post will result in civil penalties of $100.00.

Annual inspection conducted and facility is in compliance. No deficiencies cited on today's inspection.
