32 | On 09/09/25 the Orange County Child Care Office received a complaint alleging Licensee left daycare child in soiled diaper for an extended amount of time.
During the investigation, LPA inspected the facility, interviewed 4 adults, 3 children, and reviewed 1 file. LPA also obtained copies of the children’s roster.
During staff interviews, Staff#1 (S1) stated the following: S1 currently has 4 children with diapers. S1 does not have a specific time when they change diapers. They change diapers before they leave to the park and do diaper checks when they return from the park. Every time they are going to do something they do a diaper checks. They do not document diaper changes. S1 denied leaving a child in soiled diaper for an extended amount of time. Staff#2 (S2) stated the following: S2 stated they change children’s diapers 2 to 3 times a day. They change diapers right after they are done eating and maybe every hour. They have not had any children with diaper rashes this month. When children have diaper rashes, they will contact their parents and will ask parents to bring diaper rash cream. The 2 children interviewed did not disclose any concerns regarding the allegation.
On 11/18/25, LPA was able to interview 2 parents, and the 2 parents did not disclose any concerns regarding the allegation.
Based on information gathered from LPA’s interviews with the 2 staff members, 3 children, and 2 parents, the preponderance of evidence has not been met. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations Licensee left daycare child in soiled diaper for an extended amount of time; therefore, the allegations is UNSUBSTANTIATED.
Exit interview was conducted with the Licensee, Angelica Barajas. The Notice of Site Visit was posted. The licensee was informed that the Notice of Site Visit must be posted for 30 consecutive days. The licensee was provided with a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. First level appeals should be sent to the regional manager to the address listed above.
