Licensee stated there are no firearms and/or other dangerous weapons in the facility and none were observed during today's inspections. There was a fireplace in the living room and was inaccessible to children in care. The home has age-appropriate toys for the ages served. LPA verified there is a working telephone service (cellular service), licensee was reminded that childcare phone needs to remain in the childcare at all times.
There is an in-ground swimming pool located in the backyard. LPA inspected and verified safety requirements for the in-ground pool on the premises. There is a door and window alarm that sounds when it is opened. LPA reminded the Licensees to ensure the sliding door is kept closed when the children are not transitioning from the indoor and outdoor activity space. When testing the pool alarm, it did not sound off upon detection of entrance into the water; see LIC 809D for deficiency. Additionally, the life ring was not labeled as approved by the United States Coast Guard; see LIC 809D for deficiency. Licensees also did not have a body hook or an in-ground pool daily inspection log for review; see LIC 809D for deficiency. LPA provided the Licensees with the in-ground pool California Code of Regulations, Health and Safety Code, and Assembly Bill 2866.
Licensees’ file was reviewed during the facility inspection on this date. Licensee possesses a current EMSA approved Pediatric CPR/First Aid certifications, which expires 2/1/2027. Beginning September 1, 2016, Health and Safety (H&S) 1597.622 states, a person shall not be employed or volunteer at a family childcare home if he or she has not been immunized against influenza, pertussis, and measles. Proof of immunization against influenza, pertussis, and measles for licensee was reviewed and within compliance.
Beginning March 31, 2018, H&S Code 1596.8662 requires all licensed providers and employees to complete mandated reporting training and to renew the training every two years. Licensee, Shemiah Barracoso’s mandated reporter training certificate expires 8/4/2026. Licensee, Kathryne Barracoso and Staff 1 (S1) did not have a mandated reporter training certificate from within the last two years; see LIC 809D for deficiency.
The outdoor activity space was inspected for compliance. The space was enclosed by a fence at least five feet in height. The surface of the outdoor activity space was maintained and free of hazards. There were age-appropriate toys and materials for children in care. LPA reminded the licensees to supervise the children at all times when using the backyard.
