An Annual inspection was conducted in the facility by Licensing Program Analyst (LPA) Corral. Upon entry to the Facility, LPA observed Assistant Claudia Guzman caring for 1 infant and 6 preschool children. Shortly after Assistant Christina Ortega arrived with 2 school age children from school pick-up. LPA reviewed and discussed COVID-19 Questionnaire with Licensee's Assistant Christina Ortega. LPA Corral was informed Licensee had a medical emergency and Assistant Christina was left in charge. Facility was operating within the licensed capacity as specified on the license. Due to COVID 19 guidelines, LPA observed staff and children wearing face mask, social distancing and following CDC and Dept of Public Health Guidelines. A review of the Facility Personnel Report Summary on 10/04/2021 indicates all facility residents, staff, or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Currently there are 4 adults residing in the home which includes Licensee, her son, her adult granddaughter, a roommate and Licensee's minor grandchild.

During today’s inspection, LPA Corral and Assistant Christina toured the inside and outside areas of the facility. Off limits areas are made inaccessible by means of child safety gates. The childcare area consists of the play room which is accessed through the living room. The bathroom is located down the hallway to the right. Assistant Christina stated the children's primary area is the play room and the backyard. The areas inaccessible to children in care are the 4 bedrooms and the master bath which are inaccessible by the child safety gate installed in the beginning of the hallway. There is at least one working carbon monoxide, smoke detector, and fire extinguisher in the home that meet statutory and State Fire Marshall standards. Detergents, cleaning compounds, medicines, and other items which could pose a danger if readily available to children were stored in the garage inaccessible to children. Assistant stated there are no firearms and/or other dangerous weapons in the facility, and none were observed during today's inspection. The home has age appropriate toys and books for the ages served. During today’s inspection LPA verified there is a working phone service. Assistant stated they use the backyard as an outdoor play area and is supervised at all times. The patio play area was inspected and is free from hazards, no poisons or dangerous items were observed.

The licensee’s Pediatric CPR/First Aid certification is current and expires 05/16/2022. Assistant Claudia Guzman's CPR expires on 01/04/2022. Assistant Christina Ortega CPR expires on 05/16/2022. Beginning September 1, 2016, Health and Safety (H&S) 1597.622 states, a person shall not be employed or volunteer at a family day care home if he or she has not been immunized against influenza, pertussis, and measles. Proof of immunization for licensee and any adult working with children were within compliance. Beginning March 31, 2018, H&S Code 1596.8662 requires all licensed providers and employees to complete mandated reporting training, and to renew the training every two years. Licensee and Assistant Christina completed Mandated Reporter on 09/23/2021. Fire and Disaster Drill was conducted on 09/09/2021.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The Assistant Christina was informed and understands a Qualified Adult must be present in the facility and ensure children in care are always supervised. Children are not to be left alone in parked vehicles. When the licensee is temporarily absent from the facility, arrangements must be made for a qualified substitute adult to care and supervise children while absent. The substitute adult must have the required criminal record, child abuse index clearances, immunizations, Pediatric CPR/First Aid, and mandated reporter training. Assistant was informed adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. CCLD website www.ccld.ca.gov was provided to licensee to access regulations, updates, and licensing forms. Assistant was informed of childcareadvocatesprogram@dss.ca.gov in order to receive quarterly updates. Assistant was advised of their responsibility to review the Provider Information Notices (PIN) found on the CCLD website.

In the areas that were evaluated, No deficiencies were observed of the California Code of Regulations, Title 22, Division 12 during today’s inspection.

Appeal Rights were explained. Assistant Christina Ortega was provided a copy of Appeal Rights (LIC 9058 01/16) and signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Regional Office within 15 business days. First level appeals should be sent to the regional manager to the address listed above. A Notice of Site Visit was given and must remain posted for 30 days. Exit interview was conducted and report was reviewed with Assistant Christina.
