The Department received a complaint on 11/21/2025 alleging facility does not communicate with parents regarding incidents, facility does not communicate with parents on missing child's items, and facility violates parents’ rights. Reporting party (RP) stated that Child 7 (C7) stated that 4 daycare children (Child #1 (C1); Child #2 (C2); Child #5 (C5) and Child #6 (C6) pulled off C7’s clothes and touched C7 inappropriately. RP indicated that the facility did not notify or report the incident to RP. RP stated that around October RP picked up C1 from the facility with no shoes on. RP asked the facility about the shoes, and the facility stated to RP that they will contact RP; C7 got the shoes the next day. RP stated that the licensee violated parents’ rights by not letting parents inside the home when picking up children.
During the investigation, LPA Garcia interviewed 3 staff, 6 children, reporting party, and 5 children’s authorized representatives, obtained correspondence from RP and children’s roster.
All staff interviewed stated when there are unusual incidents occurring at the facility; incidents are documented, reported to parents and reported to the Department if required.
All staff interviewed denied the allegations and stated they have never seen any child-on-child interaction that was unusual or out of the ordinary. Staff 2 (S2) stated they observed Child 7 (C7) pulling up dress during nap time and they redirected the child to not do that and there were no other children involved. All staff interviewed stated parents are allowed to enter and inspect the home.
All staff interviewed denied that facility does not communicate with parents on missing child's items.
All children interviewed stated they liked their teachers and enjoyed daycare. 3 out of 6 children interviewed stated that when other daycare children are mean to them, they will tell teacher. LPA also interviewed C1, C2, C5, and C6; however, no disclosures were made regarding the incident.
