During the initial visit on 09/15/2023, LPA made observations during pick up time at the facility. The authorized representatives were instructed to wait outside on the porch area for an unpredictable amount of time with the entry door and screen door closed. All children picked up by their authorized representatives were brought to the entrance by the Licensee or Assistant #1 (A1).
LPA interviewed licensee who stated families wait outside because they have continued implementing their Covid-19 entrance procedures. Although they have ceased temperature checks and hand sanitizing, authorized representatives do not enter with the children to limit exposure to harmful bacteria into their home. On 12/08/2023, LPA interviewed A1 who stated that during Covid-19, the facility protocol would not allow parents into the facility. A1 stated that overtime that rule has slowly diminished, but removing shoes to enter the facility has remained in force. A1 states parents are aware they can enter the facility whenever they need. A1 stated parents are asked if they would like to enter but many decline.
LPA contacted 5 parents for an interview. 3 out of 5 parents did not disclose any information pertinent to the complaint allegations.
Based on LPA’s observation, interview with Licensee, the preponderance of evidence standard has been met, therefore the above allegation Licensee would not allow authorized representatives inside the day care is substantiated. California Code of Regulations, Title 22, Division 12, 102419(a)(1) is cited on the attached LIC9099D.
Exit interview was conducted with Emilia Montano. The Notice of Site Visit was posted. Facility representative was informed that the Notice of Site Visit must be posted for 30 consecutive days. Failure to post will result in civil penalty of $100. Licensee was provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Regional Office within 15 business days.
