On 2/13/2025 at 8:15am, an Annual Random inspection was conducted at the facility by Licensing Program Analysts (LPAs) Sarah Garcia and Cynthia Sun. LPA's met with licensee, Eliana Herrera Camacho. The licensee has also requested to increase the license capacity from Small Family Childcare Home to Large Family Childcare Home. Licensee is requesting a maximum capacity of 12 and Property Owner/Landlord Consent is not required. Fire clearance approval received by the Orange County Regional Office on 2/07/2025. LPA's conducted a walk through of the home. At 11:15am, LPAs observed 1 infant and 1 assistant in the day-care area. Licensee was operating within the licensed capacity as specified on license for Small Family Childcare Home.

A review of the Facility Personnel Report Summary on this date indicates all facility residents, staff, or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

According to licensee, currently two adults including the licensee, and no minor children living in the home. Day care hours of operation is Monday to Sunday, 5am-4am. 7 days a week, 23 hours a day. The licensee is taking care of children from birth to 13 years of age. Licensee provides transportation to the children in care.

During today’s inspection, LPAs toured the inside and outside areas identified in the facility sketch as accessible to childcare children. Off limits areas are made inaccessible by means of baby gates and safety door knobs. LPAs observed a fireplace screened with the mesh cover which is a potential risk to the children in care. LPA took photographs. Licensee will install a metal screen or barricade fireplace and submit photo to LPA via email by 5pm on 2/20/25. The childcare areas consist of the day-care room, children's bathroom (located next to bedroom # 1), and back yard as the day care areas.

Children will be napping on cots and play yards in the day-care room. There were two play yard observed in day-care room. LPAs observed two safety gates at the entrance of the day-care room and kitchen. The designated childcare areas were observed to have age-appropriate toys and educational items. Children's bathroom was free of hazardous items. LPA took photographs.

Detergents, cleaning compounds, medicines, and other items which could pose a danger to children were not readily available to children they were stored inaccessible to children, none were observed during inspection. Licensee stated there is no firearms in the facility. LPA verified there is a working telephone service.

Backyard is all fenced. There are no bodies of water observed in the home. LPAs observed safe and age-appropriate toys in the backyard. LPAs did not observe any hazards in the backyard that posed any immediate or potential risks to the children.

There are working carbon monoxide, smoke detector, and fire extinguisher 2A10BC in the home that meet statutory and State Fire Marshall standards.

The licensee does have a current roster of children in care. Fire Drill was available. The last fire drill was conducted 12/06/2024. Children’s records for children present during LPA’s inspection were reviewed. Four files were reviewed and within compliance. The log for every 15 minutes check on napping children was available. LPAs discussed safe sleep regulations and reminded licensee to document observations every 15 minutes and complete for infants 24 months and younger.

The licensee’s CPR/First Aid certification expires 1/2027. Beginning September 1, 2016, Health and Safety (H&S) 1597.622 states, a person shall not be employed or volunteer at a family childcare home if he or she has not been immunized against influenza, pertussis, and measles. Proof of immunization against pertussis, measles for licensee was in compliance.

Beginning March 31, 2018, H&S Code 1596.8662 requires all licensed providers and employees to complete mandated reporting training, and to renew the training every two years. Mandated Reporter Training Certificate for the licensee expires 03/2025.

Incidental Medical Services (IMS) policy was discussed. For information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The licensee understands they must be present in the facility and must ensure children in care are always supervised. Children are not to be left alone in parked vehicles. When the licensee is temporarily absent from the facility, arrangements must be made for a qualified substitute adult to care and supervise children while absent. The substitute adult must have the required criminal record, child abuse index clearances, immunization, Pediatric CPR/First Aid, and mandated reporter training.

Licensee, Eliana Herrera Camacho was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance before working in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA also informed Licensee, Eliana Herrera Camacho of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee, Eliana Herrera Camacho was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

To receive important licensed related information to licensed facilities, visit the CCLD Important Information website athttps://www.cdss.ca.gov/inforesources/community-care- licensing/subscribe and select the Child Care option to receive email communication.

The licensee was provided a copy of capacity flyer for Small and Large Family Childcare Home. The documents for the assistant were discussed. A copy of LIC 311D was also provided.

In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 on this inspection.

A notice of site visit was given to Licensee, Eliana Herrera Camacho and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Failure to post will result in Civil Penalties of $100.00.

The facility at the time of inspection is not in compliance for a (Large Family Child Care Home) with Title 22 Regulations at the time of inspection.

The following corrections must be submitted to the LPA by 02/20/2025:

1. Install metal screen cover or barricade on the fireplace in the living room.

File will be submitted to management for final approval after all corrections are submitted.

Exit interview conducted and report was reviewed with the applicant, Eliana Herrera Camacho.
