Licensing Program Analyst (LPA) Mahnaz (Nancy) Malek conducted an onsite inspection for the purpose of an Annual Inspection and increasing capacity. LPA met with staff in charge, Mercedes Gomez. LPA met with applicant/director, Carolyn Wertheim and Program Technician, Kandis Aceves during inspection. Our office had been informed of change of Site Supervisor for this site. Paperwork for new Site Supervisor was submitted to LPA today. LPA and Site Supervisor toured the facility inside and outside, and the floor and yard plan (LIC 999) were verified. The classrooms that children are currently in are rooms 21 and 22 located on the site of Rossmoor Elementary School under the Los Alamitos Unified School District. Facility currently is licensed for 48 preschool age children and now is seeking to increase the capacity to 60 children. Room # 21 offers two half day sessions from 8:15 to 11:15 am and afternoon session from 12:00 pm to 3:00 pm. Children will be served snacks in room 21 since it is a part time program. Room 22 is a full day session from 7:00 am to 6:00 PM. Children in room 22 are served AM/PM snacks along with afternoon lunch, children nap in this room. All the food is served from School kitchen, delivered to the classroom and is individually packed.
The staff are exempt from fingerprinting because the staff are the employees with Los Alamitos Unified School District.

During the inspection of the indoor activity space, items which could pose a danger to children (detergents, cleaning compounds, and medications) were observed to be stored out of the reach of children. Poisons/Hazardous Items are not kept on the premises. Floors, equipment, and furniture were clean and observed to be in good repair and free of sharp edges. There is drinking water available to children indoors by children's own water bottles and School.

Room # 21 is: 990.51 square feet
Room # 22 is: 1004.55 square feet
Total indoor activity space for both rooms are: 1995.06 divided by 35= 57 children
Total sinks: 5 X 15= 75 children
Total toilets: 4 X15 = 60 children
Children's bathrooms are clean and sanitary. Children nap on mats, bedding is stored individually and is washed on a weekly basis. The facility has a at least one carbon monoxide detector. Facility meets all posting requirements.
The outdoor activity space was inspected for compliance. The playground is enclosed by a fence at least four feet in height and is in good repair and large enough to accommodate 57 children. The surface of the outdoor activity space is maintained and free of hazards. The cushioning material around outdoor play equipment and other similar equipment appeared to be enough to absorb falls. Drinking water in the outdoor activity space is provided by children's own water bottles and school. The outdoor equipment and toys are in good repair and free of sharp edges. There are no bodies of water present at the facility. The inspected outdoor facility grounds are safe, sanitary and in good repair. There is a waiver on file to share the playground with other programs on different timing.
Eight staff files were reviewed for staff present during the facility inspection on this date. Beginning September 1, 2016, Health and Safety (H&S) 1597.622 states, a person shall not be employed or volunteer at a childcare facility if he or she has not been immunized against influenza, pertussis, and measles. Proof of immunization against pertussis, measles for all staff were reviewed. Beginning March 31, 2018, H&S Code 1596.8662 requires all directors and employees to complete mandated reporting training, and to renew the training every two years. At least one staff member present possesses current EMSA approved Pediatric CPR/First Aid certifications. Five children's records were reviewed, and there was a separate, complete and current record for each child. (The files were in compliance). A copy of the California Department of Social Services Lead Information Brochure was explained and provided to the facility representative. The facility has passed the lead testing for water. It was reminded the testing is required every 5 years after the first testing.
In the above areas were inspected, no deficiency was cited today.
A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the Program Technician, Kandis Aceves.

Based on today’s indoor measurement of rooms 21 an 22 which accommodate a total of 57 children, sinks and toilets availability, the request of the facility for increasing the capacity to 57 children ages 2.9 to 5 years old, Monday to Friday from 7:00 am to 6:00 pm will be final reviewed and discussed with management in the Regional Office. The facility will be notified if any additional information is required. Per Fire Department's instruction maximum occupancy in each room shall not exceed 35 children.
