On 01/29/2025 at 10:00am, Licensing Program Analyst (LPA), Romy Castanon conducted an unannounced Case Management inspection for a decrease in capacity. Upon arrival, LPA met with Site Supervisor Estrella Vargas. Applicant is requesting to be licensed for 16 preschool children ages 3-5 years old in Room 13 (moved from Room 24). Hours of operation will be Monday-Friday 8:00am-11:15am (morning session) and 12:00pm-3:15pm (afternoon session). There were 12 (twelve) children, two (2) staff and one (1) parent teacher present during today’s inspection. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms. Vargas that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via water fountains and children are encouraged to bring their own water bottles. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was received on 01/23/2025. Room 13 is 837.85 square feet which is sufficient for the capacity requested.

LPA observed a total of one (1) sink in Room 13 that is currently available for children’s use. The facility restroom is adjacent to the Room 13. There are three (3) sinks and 5 toilets for preschool use only. Children who are ill are taken to the school’s nurses office. The facility provides morning breakfast and lunch that are prepackaged by the district and the children have the option to bring food from home.



The facility currently has a fully fenced playground area. Chain link fencing is at least four feet high. Shade is provided via canopy and building overhang. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground which is properly anchored. Ms. Vargas stated the structure was age appropriate for children ages 3-5 years old. There is adequate cushioning in fall zones of climber provided by wood chips. (Continue to Page 2)

Ms. Vargas was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. The facility will need to submit a waiver request to share the playground.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Ms. Vargas was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption. All staff at facility are district employees.

This facility provides Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with Ms. Vargas the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted. Ms. Vargas was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The following corrections are needed prior to the issuance of the license: 1. Waiver request for shared playground

Site Supervisor Estrella Vargas understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. Exit interview conducted and report was reviewed with Site Supervisor Estrella Vargas. A notice of site visit was given to Ms. Vargas and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. (End of Report)
